The ideal candidate will oversee a broad portfolio, including public safety, public works, planning, and economic development, while building trust across the organization and community.

Qualifications

  • Bachelor's degree preferred in public administration, business, finance, urban planning, or related field.
  • Five years of progressively responsible municipal/public-sector leadership experience.
  • Equivalent education, training or experience may be considered.

Responsibilities

  • Manage day-to-day municipal operations and implement City Council policy.
  • Prepare and administer annual budget, long-range financial planning, and CIP strategies.

Job description

The City of Hazelwood invites experienced, forward-looking local government leaders to apply for its City Manager position. This is an opportunity to lead a full-service community with a strong employment base, exceptional regional access, affordable neighborhoods, and meaningful opportunities to shape Hazelwood’s future.

Appointed by and responsible to the City Council, the City Manager serves as Hazelwood’s chief executive and administrative officer. The successful candidate will connect strategic vision with disciplined execution, build trust across the organization and community, and translate Council priorities into measurable results.

THE POSITION
  • Day-to-day municipal operations and implementation of City Council policy
  • Preparation and administration of the annual budget, long-range financial planning, and capital improvement strategies
  • Executive oversight of public safety, public works, parks and recreation, finance, planning and economic development, code compliance, municipal court, technology, communications, and administrative services
  • Implementation of the City’s Comprehensive Plan, Council priorities, contracts, development initiatives, and intergovernmental matters
  • Organizational performance, workforce leadership, service delivery, technology, and continuous improvement
  • Community and regional partnerships with residents, businesses, school districts, neighboring jurisdictions, St. Louis County, state agencies, and other partners
THE IDEAL CANDIDATE

  • Progressively responsible municipal or public-sector leadership experience with broad administrative responsibility
  • Demonstrated strength in budgeting andfinancial management, organizational leadership, strategic and capital planning, economic development, and public-sector service delivery
  • A thoughtful approach to change, with the ability to listen and assess, establish priorities, implement practical solutions, and measure results
  • The ability to empower department directors while strengthening accountability, employee engagement, collaboration, customer service, and professional development
  • Exceptional communication and relationship-building skills, including the ability to provide objective recommendations and navigate differing perspectives professionally
  • A visible, accessible leadership style and the ability to build productive relationships with the City Council, employees, residents, businesses, community organizations, and regional partners
QUALIFICATIONS

A bachelor’s degree in public administration, business administration, finance, urban planning, or a closely related field is preferred. A master’s degree and ICMA Credentialed Manager designation are desirable. An equivalent combination of education, training, and experience may be considered.

Candidates should have at least five years of progressively responsible municipal or public-sector leadership experience, preferably as a city or county manager, assistant or deputy manager, or department director with broad administrative responsibility.

ABOUT HAZELWOOD

Located in northwest St. Louis County, Hazelwood combines the accessibility of a central metropolitan location with the character and affordability of an established suburban community. The City has a population of 24,849, covers just over16square miles, borders the Missouri River, and directly adjoins St. Louis Lambert International Airport. Immediate access to Interstates 170 and 270, U.S. Highway 67, Missouri Route 370, rail service, and the airport places Hazelwood at the center of the region’s transportation and employment network.

Hazelwood is a major regional center for manufacturing,logistics, distribution, aerospace, and business services, while offering diverse neighborhoods, attainable housing,16community parks, recreation facilities, and strong community pride. Residents are served by the Hazelwood and Ferguson-Florissant school districts.

COMPENSATION AND BENEFITS

The anticipated salary range is $190,000 to $225,000 annually, depending on qualifications and experience. The final compensation package will be established by contract with the City Council. The City offers medical, dental, and vision coverage beginning on the first day of employment and currently pays 100% of the individual premium and 75% of the additional family premium.
