City of Port Angeles seeks a City Engineer to plan, coordinate, and direct the Public Works & Utilities Department. You will oversee engineering services, contracts, and permitting, and act as Director in the absence of the Director.

The role requires PE licensure, upper-management experience, and strong budgeting capabilities, with responsibilities spanning stormwater, water, and wastewater utilities, and interaction with City Council and other agencies.

Qualifications

Job description

City Engineer

Under administrative direction of the Public Works & Utilities Director, assists in the planning, organizing, coordinating, and directing the activities of the Public Works and Utilities Department and serves as City Engineer. Coordinates the integration of the office functions for all of engineering services, contracting and permitting. In addition, plans, directs, and coordinates the strategic and long-term planning of the, Stormwater, Water, and Wastewater Utilities, and acts as Director in his/her absence.

Assists the Director in providing overall direction and budget monitoring of the engineering, resource management and permitting divisions of the department. Has direct supervision over engineering staff. Helps develop and supervise the preparation and monitoring of the above division’s annual budget, including capital improvement projects. Assist Director in the development, award, and administration of public works construction and professional services contracts, including development of contract specifications. Serves as advisor to the Director, Deputy City Manager, City Manager, Utility Advisory Committee, City Council and other agencies concerning all aspects of municipal utilities. Supervises the design, construction, and inspection of departmental projects. Assists in assuring compliance with local, State and Federal laws relative to the operation of the Department. Makes recommendations and assists in the development of local ordinances concerning issues of the department. Prepares and presents reports, verbally and in writing, to the Director, Deputy City Manager, City Manager, City Council, Utility Advisory Committee, other agencies, concerning issues relative to the department.

Qualifications:

Education:BA or BS degree in engineering or related field. Registration as a Professional Engineer is required.

Experience:

Experience as a high level manager, including engineering and resource management responsibilities, preferably in an agency with multiple utilities or an equivalent combination of education and experience. Experience with construction and/or professional services contracts is desirable.

Possession of a valid Washington State driver’s license within 30 days of appointment, and a driving record acceptable to the City’s risk manager.

Knowledge of principles, practices, and methods used in all aspects of municipal utilities. Knowledge of supervisory and management techniques and methods. Knowledge of engineering methods and techniques, as applied to the design, construction and maintenance of municipal utilities and road projects. Knowledge of Washington State laws relating to public works, design, construction, and contract administration techniques Knowledge of local, State and Federal requirements relative to municipal utilities. General knowledge of computers and software applications such as spreadsheets and word processing. Ability to effectively supervise personnel. Ability to prepare and present technical reports, verbally and in writing, to the Director, Deputy City Manager, City Manager, Utility Advisory Committee, other governmental agencies. Ability to make determinations and interpretations of construction codes, building codes, and City Ordinances. Ability to communicate, read, write, and understand the English language at a level necessary for efficient job performance. Ability to establish and maintain an effective working relationship with fellow employees, customers and the public.
