Job summary

cFocus Software Incorporated is seeking a Telecommunications Network Analyst to serve as the domain authority on a TS/SCI-cleared team analyzing the nation's critical communications infrastructure for DHS CISA. You will assess availability, resilience, and risk to NS/EP communications through studies of national and international networks.

Your role involves evaluating PSN/Internet architectures, conducting risk analyses, and producing concise analytic reports for government review.

Qualifications

  • Bachelor's degree with three years of specialized experience in telecommunications.
  • Master's degree with one year of specialized experience.
  • Strong background in a telecommunications discipline (carrier networks, transport/optical systems, submarine cable systems, wireless, or internet infrastructure).
  • Specialized experience in Public Switched Network modeling and analysis — spanning Internet, PSTN, and wireless — including associated methodologies, tools, data, and procedures.
  • Knowledge of cybersecurity and IT security principles as applied to communications infrastructure.
  • Intermediate proficiency with the ESRI ArcGIS product suite.
  • Broad expertise in research, analysis, and technical writing, with deliverables meeting formal Government acceptance standards.
  • Familiarity with the National Response Framework (NRF), Emergency Support Function (ESF) #2, and applicable national cyber incident response doctrine.
  • Availability for after-hours, weekend, and holiday surge support during NS/EP events.

Responsibilities

  • Plan and execute studies evaluating the physical and logical characteristics of national and international communications infrastructure under a range of operational scenarios.
  • Assess the availability, resilience, and performance of communications systems supporting NS/EP requirements, and quantify the benefits of proposed enhancements or mitigations.
  • Conduct studies of Internet and network architecture relevant to undersea cable infrastructure, including next-generation networks that converge packet-switched and circuit-switched technologies.
  • Evaluate industry and academic datasets and analytic tools; develop or assess routing and performance metrics; analyze the viability of emerging network technologies.
  • Frame and support telecommunications risk analyses addressing route diversity, Continuity of Operations (COOP), and potential impacts to Government communications during NS/EP events.
  • Apply Public Switched Network (Internet, PSTN, wireless) modeling and analysis methodologies, tools, data, and procedures to Government analytic requirements.
  • Conduct rapid triage on questions, issues, or events involving the nation's critical communications infrastructure.
  • Interface with critical infrastructure sector representatives, industry, and external agencies for note-taking, assessment, and information gathering; represent the team in technical meetings and discussions.
  • Support geospatial analyses of telecommunications infrastructure in partnership with GIS data scientists, contributing domain validation to infrastructure mapping products.
  • Provide analytic support before, during, and after NS/EP events, including surge operations outside normal business hours.
  • Author concise, professional-quality analytic reports, briefings, and technical assessments on formal Government review cycles.

About the Role

Your analyses will directly inform how the Government assesses availability, resilience, and risk to national security and emergency preparedness (NS/EP) communications.

Required Qualifications

  • Strong background in a telecommunications discipline (carrier networks, transport/optical systems, submarine cable systems, wireless, or internet infrastructure)
  • Specialized experience in Public Switched Network modeling and analysis — spanning Internet, PSTN, and wireless — including associated methodologies, tools, data, and procedures
  • Knowledge of cybersecurity and IT security principles as applied to communications infrastructure

  • Direct experience with submarine/undersea cable systems, landing stations, or international transport networks
  • Experience with telecommunications capacity, usage, routing, or outage datasets
  • Prior support to NS/EP communications programs, priority services, national security systems, or a 24/7 operations center environment
  • Experience developing routing or network performance metrics, or evaluating emerging technologies (SDN, 5G, converged NGN architectures)
  • Experience briefing senior Government or industry audiences on technical risk topics
