Job summary

The NYC Department of Environmental Protection (DEP) is seeking a Circular Economy Program Manager within the Energy Office to advance energy projects and resource recovery. You will coordinate with DEP bureaus, City agencies, and contractors to implement biogas, digestion, heat recovery, and other circular economy initiatives.

Qualifications

• Bachelor’s degree in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four years of relevant experience, including one year in an administrative/managerial capacity.
• Associate degree or 60 credits in the disciplines above with six years of experience, including one year in an administrative/managerial capacity.
• High school diploma or equivalent with eight years of relevant experience, including one year in an administrative/managerial capacity.
• Education and experience equivalent to above; includes one year in administrative/managerial capacity; credits for related education/experience.

• Support procurement, design, and policy-setting to influence decisions toward energy and resource efficiency; share best practices; identify candidates for energy training.
• Identify energy conservation opportunities and potential energy efficiency projects in wastewater conveyance, treatment, and building systems; contribute to scope and cost estimates; support M&V efforts.
• Provide project management support, including developing and maintaining project plans, tracking milestones, and ensuring progress and implementation.
• Track and provide energy/resource recovery data for decision making and reporting; prepare high-quality reports and datasets.

Job description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Office of Energy and Resource Recovery Programs (Energy Office) is charged with plotting the course for DEP to meet its energy and carbon neutrality goals, as well as maximizing resource recovery. The Energy Office also provides energy and performance tracking, program assessment, scientific research, emergency planning and internal auditing services to DEP's operating bureaus.

The Circular Economy Program Manager will provide technical and project management support to facility staff on Energy Office initiatives, including but not limited to: Biogas-to-Grid, Co-digestion, biogas beneficial use, and sewer and effluent heat recovery. The role will also focus on developing a pipeline of projects aimed at maximizing resource recovery and advancing the principles of a circular economy. Specific responsibilities will include:

• Manage ongoing energy projects by coordinating with DEP operating bureaus, other City agencies, and contractors; overseeing design reviews, site visits, and approval processes; and supporting senior leadership with technical and operational input for decision-making.
• Translate project concepts from ideation to execution by developing partnership models, contractual terms, and revenue-sharing arrangements, and by coordinating with stakeholders to ensure timely deployment. Track and report on project progress internally and with stakeholder bureaus.
• Support and advise the Bureau throughout procurement, design, and policy-setting to influence decision-making processes toward energy and resource efficiency. Share energy and resource recovery best practices. Identify employee candidates for energy and resource recovery training.
• Identify energy conservation opportunities and potential energy efficiency projects associated with wastewater conveyance, treatment processes, building systems, and other equipment. Contribute to project scopes of work and cost estimates. Support measurement and verification efforts.
• Provide project management assistance, including developing and maintaining project plans and other documents, managing and coordinating project elements, reviewing milestones, and ensuring efficient progress on implementation through consistent monitoring of progress of initiatives and commitments.
• Track and provide energy and resource recovery data needed for decision making, reporting and compliance purposes. Prepare, edit, proofread, and present high-quality reports, presentations, articles, meetings, correspondence, documents, reports and other energy and resource recovery communication materials and datasets.

ADMINISTRATIVE ENERGY CONSERVA - 10043

Minimum Qualifications

• A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or
• An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or
• A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity.
• Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows:
• One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following:
• Journey-level experience in one or more of the skilled building trades; or
• Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or, evaluator responsible for cost estimation; or
• Full-time building construction management experience; or
• Full-time experience in construction field supervision or inspection.
• Education will be credited as follows:
• One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years.
• A master’s degree in any of the disciplines described in “1” above, or a related field, will be credited for one (1) year of acceptable experience.
• A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience.
