Job summary

Transforming Age in Bellevue is looking for an experienced CIRC Area Manager to oversee a flagship affordable housing community (~50 units) and provide operational support to 3 additional communities in the Bellevue area.

You will lead leasing, rent collection, resident relations, and ensure LIHTC/HUD compliance across sites. A strong knowledge of Fair Housing and property management systems is essential.

Qualifications

  • High School Diploma or equivalent.
  • 3+ years in affordable housing operations with LIHTC/HUD compliance.
  • Experience leading a small on-site management team.
  • Experience with MRI, Yardi or similar property management software.
  • Knowledge of Fair Housing and Washington housing regulations.

Responsibilities

  • Manage day-to-day operations of the assigned community, including leasing, rent collection, resident communication, and compliance.
  • Provide operational guidance to Community Teams on leasing, delinquency management, and reporting.
  • Support site visits, inspections, and compliance-related requests.
  • Ensure policies and procedures are consistently applied and aligned with company standards.
  • Assist with strategies to maximize occupancy and resident retention.

This role pays $36 to $39 per hour DOE, and supports the Ashwood Court community and may occasionally support other communities in Bellevue.

The CIRC Area Manager is responsible for the day-to-day management of a flagship affordable housing community consisting of approximately 50 units while also providing operational support and limited oversight to approximately 3 additional affordable housing communities within Bellevue. This position serves as a resource to community teams and offers support in areas such as leasing, market rent awareness, resident relations, LIHTC/HUD compliance, Fair Housing practices, property management systems, and implementation of new programs or processes.

Our CIRC Area Manager
  • Manages the day-to-day operations of the assigned community, including leasing, rent collection, resident communication, affordable housing compliance, maintenance coordination, office administration and supervision of property team.
  • Provides operational support and guidance to assigned Community Teams on leasing, rent collection, delinquency management, compliance requirements, resident ledgers, documentation standards, certification timelines, resident communications, and other day-to-day property management functions.
  • Conducts routine meetings and site visits to assigned communities to review curb appeal, office organization, leasing activity, resident services, maintenance follow-up, and overall operational needs.
  • Supports consistent implementation of company policies, procedures, forms, reporting expectations, and operational timelines.
  • Ensures lease terms, community rules, and policies are implemented in a fair, consistent, and professional manner.
  • Identifies recurring issues, training needs, or operational concerns and communicate them to the Regional Community Manager.
  • Assists with ideation and execution of strategies to maximize occupancy, improve leasing performance, reduce vacancy loss, and support resident retention.
  • Assists with preparation for file reviews, funder inspections, agency audits, and compliance-related requests.
  • Helps identify user questions, workflow barriers, or system training needs and communicate recommendations to the Regional Community Manager.
  • Supports site teams in preparing for inspections, agency visits, owner reviews, and leadership site walks.
  • Responds to resident inquiries, complaints, and concerns promptly and professionally ensuring communications are clear, consistent, factual and appropriately documented. Escalate serious grievances, legal matters or safety issues promptly to the Regional Manager.
  • Coordinates with CIRC’s resident services team as appropriate to support resident stability and successful tenancy.
  • Promotes the Mission, Vision, and Values of Transforming Age, CIRC, and our Culture of Excellence in all areas of responsibility.
  • Performs other duties as assigned.
What You Need To Succeed
  • High School Diploma or equivalent.
  • Minimum 3+ years of experience in affordable housing operations which was comprised of LIHTC and HUD compliance requirements (similar experience may be considered)
  • Prior Community Manager, Assistant Community Manager, Leasing, Compliance, or property operations experience preferred.
  • Experience leading or guiding a small on-site management team.
  • Experience with property management software platforms such as MRI, Yardi, Boston Post, or similar systems preferred.
  • Working knowledge of Microsoft Office 365, including Word, Excel, Outlook, Teams, and PowerPoint.
  • Working knowledge of affordable housing operations, including LIHTC, HUD, Section 8, and other applicable housing programs.
  • Knowledge of Fair Housing requirements and consistent, non-discriminatory housing practices.
  • Familiarity with Washington State landlord-tenant requirements and applicable local, state, and federal housing regulations.
  • Working knowledge of affordable housing and market rate leasing, rent collection, resident relations, recertifications, move-ins, vacancies, and day-to-day property operations.
  • Strong organizational skills with the ability to support multiple communities while effectively managing deadlines, resident matters, reports, and compliance requirements.
  • Strong verbal and written communication skills with a customer-focused approach and the ability to communicate professionally and effectively with residents, applicants, staff, vendors, and community partners.
  • Ability to work independently or in a group setting while maintaining confidentiality and using sound judgment in decision making.
  • Must have valid driver’s license and reliable transportation.
  • Must pass criminal background check.
