The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

Mission Statement:

The PHA helps families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services.

The PHA offers a generous employee benefits package. The standard package includes paid vacation and sick leave; eleven paid designated holidays and two paid floating holidays; health and dental insurance coverage; and an employer pension contribution equal to 7% of employee's salary (employee contributes 5%). Class Summary: Incumbents are responsible for performing professional level assistance in assessing residents’ needs and coordinating either social services or specific program activities with the residents.

Distinguishing Characteristics: The Program Coordinator is the second level of a three-level Program Coordinator series and is distinguished from the Program Assistant by its responsibility for performing professional-level assistance in assessing residents’ needs. The Program Coordinator is distinguished from the Program Manager, which has responsibility for supervising professional-level staff.

Position Summary: Incumbents are responsible for supervising staff; responding to crisis situations; enrolling program applicants; monitoring participants for continuation or termination from programs; managing meals, housekeeping and coordinating activities with service providers.

Duties:

  • Supervises CHSP (Congregate Housing Services Program) staff, including recruiting and interviewing. Recommends hiring of all Program Assistants, Senior Aides, and volunteers. Monitors performance, provides coaching, advice, recognition and consultation to staff. Develops schedules for seven-day workweek; delegates and supervises daily performance of CHSP staff and volunteers. Establishes an environment that encourages staff to reach out, develop trust, and motivate CHSP participants to function optimally. 20% Yes A.   • Uses established social work practices, providing case coordination to assist CHSP participants to maintain their health and independence and comply with the PHA lease in areas such as timely rent payment, appropriate behavior, and adequate housekeeping. Coordinates and facilitates provision of CHSP services including: advocacy, information and referral, assistance with appointments and transportation to medical appointments, home health services, refilling prescriptions, assistance with Medicare, Medical Assistance, Medicaid, insurance, forms, bills, budgeting, and other financial paperwork as needed.
  • Manages meals and housekeeping components of CHSP. Ensures program compliance with state, federal, county, city and CHSP/HUD regulations pertaining to health, sanitation, and safety standards.
  • Provides initial and ongoing training for all CHSP staff and volunteers through in-services and other training opportunities.
  • Develops, monitors, and maintains CHSP participant service plans in conjunction with the Professional Assessment Committee (PAC).
  • Coordinates program intake including: responding to program inquiries from potential CHSP participants, families, and agencies. Interviewing and assessing applicant needs for program services through home visits, on-site tours and other communication with applicants, utilizing input from families, physicians, or organizations. Establishes and maintains community contacts and referral sources. Markets CHSP both internally and externally.
  • Sets up and maintains accurate and up-to-date billing and record keeping systems, prepares evaluations and reports as needed.
  • Participates on PHA’s CHSP Coordinator’s team, contributing to the quality of the program in areas such as program planning, development of training and curriculum, and program evaluation.
  • Monitors safety issues for staff.
  • Maintains good working relationship with the Resident Councils and other PHA staff and all CHSP program staff.
  • Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.
  • Must travel to various PHA sites and other locations that are required by the nature of the work.
  • Performs other duties of a similar nature or level.
Requirements

Knowledge (position requirements at entry):

Knowledge of:

  • Familiarity with social work concepts and issues surrounding public housing;
  • Familiarity with social welfare topics such as substance abuse, domestic violence, and physical disabilities;
  • Community resources and eligibility requirements related to low income elderly and disabled persons;
  • Basic nutrition requirement and health and licensing requirements related to operating a meals program;
  • Supervisor practices related to hiring, evaluating, monitoring, discipline, etc. Skills (position requirements at entry):

Required Qualifications

  • Education: BA degree in Social Services, Housing, Public Administration, Business Administration or related field.
  • Experience: One year relevant professional experience at the B Band level or above in Social Work, Program Administration or related field can substitute for education on a year-for-year basis

Preferred Qualifications

  • Experience: Two years or more of relevant experience at the B Band level or above. Demonstrated experience working with ethnically, culturally and economically diverse populations.
  • Supervisory: Some positions may prefer some supervisory or lead worker experience

Licensing Requirements (position requirements at entry):

  • Must have a valid Driver’s License and vehicle
