Job summary

STI seeks a NC Fast Child Welfare Readiness Liaison to support change management and readiness for CWIS implementation. The role requires extensive statewide travel up to 90%, including evenings and some weekends.

The contractor will engage with state and county staff to coordinate readiness activities and resolve CWIS-related issues. The ideal candidate will have strong communication skills, knowledge of NC Child Welfare policy, and experience with CWIS/NC FAST.

Qualifications

• Minimum requirements include excellent written and verbal communication skills, change management, and proficiency with Microsoft Office (PowerPoint, Excel, Outlook).
• Knowledge of NC Child Welfare policy and CWIS/NC FAST functionality is preferred.
• Ability to collect, review, and interpret data to meet stakeholder objectives.
• Significant NC FAST navigation experience and capacity for system analysis to support user enrichment.

Job Title: NC Fast Child Welfare Readiness Liaison

Description:

NC FAST/HSBIA requires the services of a Readiness Liaison to support change management and readiness for implementation of Child Welfare (CWS) modules.
IMPORTANT NOTE: Extensive statewide travel up to 90% of the time is required in the performance of the work for this position. Travel may include some evenings and weekend days.
The NC Department of Health and Human Services seeks contract resources to prepare and provide support for County Child Welfare staff during the implementation of the statewide Child Welfare Information system (CWIS). This is NOT a Desktop Support or Help Desk support position. The County Liaison acts as an integral part of Readiness and Implementation Support initiatives. Working closely with the Readiness Lead, this position will facilitate meetings, conferences, and other activities to advocate for, as well as foster and maintain effective communication with state and county staff regarding CWIS concerns impacting or related to Child Welfare. This role may coordinate with other CWIS business, policy, and project team members to troubleshoot, replicate, and report errors and/or unexpected outcomes within the CWIS and/or elevate to management as they arise. This position uses policy subject matter expertise regarding NC Child Welfare, knowledge of CWIS/NC FAST functionality, as well as understanding of how counties provide delivery of services to guide new users as they navigate and submit data into the new system. This position requires significant travel throughout the state.

Travel expenses are reimbursed using the state’s protocol for submitting expenses after travel. The contractor will, at the direction of management, either ride with an employee driving a state vehicle or drive their personal vehicle and be reimbursed mileage after travel. Per diem is paid directly to the contractor and most hotel expenses are direct billed through the state.

Required/Desired Skills

• Demonstrated working knowledge base of technical requirements, program requirements and business needs in county departments of social services
• Demonstrated working knowledge of/ability to interpret rules, procedures and policies with an emphasis on NC Child Welfare programs

• Significant proficiency in NC FAST navigation, application development and capacity for system analysis to support user enrichment and strategic plans

• Demonstrated above average written and oral communication skills including correct grammar, vocabulary, and terminology for effective communication
