In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

This position serves as the coordinator for the finance, budget, and accountability of the modernization of Social Services Information System (SSIS) from a Statewide Automated Child Welfare Information System (SACWIS) to a Comprehensive Child Welfare Information System (CCWIS) in accordance with federal rules.
Under the administrative direction of the SSIS CCWIS Modernization Supervisor, duties include coordinating federal and state reporting requirements, overseeing joint powers agreements and inter-agency agreements across state agencies. They will be responsible for influencing and advising the enterprise-wide efforts for systems modernization to ensure the program’s efforts align with the agency’s overall vision and strategic plan. Through this partnership, they will act as a feedback mechanism between the other systems modernization teams and the SSIS section.
The incumbent will be responsible for providing expertise and direction in the design, implementation and maintenance of a CCWIS, leading financial work direction, including required contracts, state plan amendments, legislation, legal analysis, and financial business needs analysis. They will be responsible for ensuring system compliance with federal policy and systems requirements for a CCWIS and advise management concerning recommended policy changes and situations requiring immediate attention.
This position will be responsible for working closely and developing effective relationships with wide-ranging child welfare stakeholders to implement effective strategies for systems modernization, including CCWIS development. Stakeholders include counties, tribes, other divisions within DCYF/DHS that utilize SSIS (policy and fiscal), other state agencies (including MNIT, MDE and the MN Judicial Branch), federal agencies, external organizations and vendors, and the public affected by child welfare programs and services. They will lead and/or participate in groups with the focus of systems modernization and child welfare with objectives of improving efficient, reducing complexity, and improving the overall effectiveness of child welfare services and other human services programs. Throughout the communication and outreach efforts, the incumbent will represent CSP’s systems modernization efforts and be responsible for providing thoughtful and appropriate updates, often requiring high-level discretion and sensitivity.
Minimum Qualifications

- Three years of specialized professional experience in budgeting, fiscal administration, financial planning, or cost allocation within state or local agencies.
- Extensive knowledge of federal CCWIS regulations and child welfare policies, ensuring system compliance and strategic fiscal oversight.
- Demonstrated experience managing large-scale projects, overseeing contracts, and coordinating inter-agency agreements with multiple stakeholders.
- Proven ability to develop and implement financial tracking systems for monitoring resource allocation, cost reporting, and compliance.
- Expertise in legislative budget analysis, federal financial participation (FFP), and cost allocation reporting.
- Excellent communication and relationship management skills to collaborate with counties, tribes, federal agencies, vendors, and other stakeholders on financial modernization efforts.
Preferred Qualifications
- High-level experience and strong understanding of state and federal funding such as fiscal reconciliation, claims processing, reimbursement structures, and funding streams used by counties, tribes, and local agencies for social service programs.
- Experience in legislative budget analysis, federal financial participation (FFP), and cost allocation reporting.
- Familiarity with Agile and Product management frameworks in service delivery.
- Proficiency in financial data tracking, transparency reporting, and reimbursement processes.
- Variety of experiences working effectively with others from different backgrounds and cultures.
