Qualifications

Position Summary

The Designated Chief Engineer (DCE) is responsible for the safe, compliant, and efficient operation of high-pressure boiler, pressure vessel, and refrigeration systems regulated under the New Jersey Boiler, Pressure Vessel and Refrigeration Law and associated regulations. The DCE serves as the senior technical authority for plant operations and is accountable for ensuring regulatory compliance, operational reliability, mechanical integrity, personnel safety, operator training, and supervision of licensed engineering and operations staff.

The DCE works closely with plant management and regulatory agencies to ensure all operations are conducted in accordance with applicable laws, codes, standards, manufacturer recommendations, and industry best practices.

Essential Duties and Responsibilities
  • Ensure the safe, reliable, and efficient operation of all boilers, pressure vessels, refrigeration systems, and associated balance-of-plant equipment.
  • Maintain overall responsibility for plant operations and mechanical integrity.
  • Identify unsafe conditions and direct corrective actions to protect personnel, equipment, and property.
  • Direct emergency response activities and implement measures to prevent hazardous or catastrophic events.
  • Develop, maintain, and enforce operating procedures for normal, startup, shutdown, and emergency conditions.
  • Ensure compliance with all applicable OEM recommendations, engineering standards, and regulatory requirements.
Regulatory Compliance
  • Ensure compliance with New Jersey Boiler, Pressure Vessel and Refrigeration regulations (N.J.A.C. 12:90).
  • Serve as the facility's primary point of contact with the Mechanical Inspection Bureau, Boiler and Pressure Vessel Compliance (MIBBPVC).
  • Maintain required plant records, inspection certificates, licenses, regulations, and operating documentation.
  • Notify management and regulatory authorities of reportable incidents and submit required written reports.
  • Ensure operator licenses and inspection certificates are properly displayed and maintained.
  • Supervise licensed engineers, operators, and plant personnel.
  • Ensure appropriate staffing levels and shift coverage are maintained.
  • Designate and oversee Attending Licensed Operators (ALO) for each shift.
  • Promote a strong safety culture and operational excellence throughout the facility.
  • Ensure shift turnover communications effectively communicate operational concerns and safety issues.
Training & Workforce Development
  • Develop and administer training programs for engineers, operators, trainees, apprentices, and helpers.
  • Verify employees possess the required qualifications and licenses for assigned duties.
  • Document all training activities and maintain permanent training records.
  • Provide remedial training and continuing education to improve personnel competency.
  • Validate and document operating experience for employees seeking license upgrades or certification advancement.
Maintenance & Reliability
  • Ensure the mechanical integrity of all plant equipment.
  • Monitor plant equipment for signs of wear, corrosion, erosion, leakage, overheating, or operational deficiencies.
  • Coordinate corrective maintenance and repair activities.
  • Develop and support preventive and predictive maintenance initiatives.
  • Review operating logs and maintenance records to identify equipment reliability concerns.
  • Ensure equipment deficiencies are documented, tracked, and resolved in a timely manner.
Documentation & Recordkeeping
  • Review, sign, and date operational logbooks as required.
  • Maintain records of plant operations, maintenance activities, inspections, repairs, incidents, and training.
  • Ensure all plant activities are properly documented and retained in accordance with regulatory requirements.
  • Conduct annual reviews of operating procedures, policies, and training programs and communicate updates to personnel.
Contractor & Facility Management
  • Control and monitor contractor and visitor access to plant operational areas.
  • Ensure contractors coordinate work activities with plant operations personnel.
  • Verify all work affecting plant systems is properly communicated and documented.
  • Support safe work practices including lockout/tagout and equipment isolation procedures.
Required Qualifications
  • Current New Jersey Engineer License or other license classification appropriate for the facility and equipment being operated.
  • Extensive experience in the operation and maintenance of high-pressure boilers, pressure vessels, refrigeration systems, power plants, cogeneration facilities, steam plants, or related industrial facilities.
  • Strong knowledge of:
  • NJ Boiler, Pressure Vessel and Refrigeration Regulations (N.J.A.C. 12:90)
  • ASME Boiler and Pressure Vessel Codes
  • Industrial safety practices
  • Mechanical integrity programs
  • Preventive and predictive maintenance concepts
  • Experience supervising licensed operators and plant personnel.
  • Strong written and verbal communication skills.
  • Ability to make critical operational decisions during emergency situations.
Preferred Qualifications
  • Experience serving as a Chief Engineer, Plant Engineer, Facilities Manager, Lead Stationary Engineer, Lead Refrigeration Engineer, Shift Supervisor, or similar leadership role.
  • Experience developing operating procedures, training programs, and compliance programs.
  • Familiarity with power generation, cogeneration, district energy, industrial manufacturing, or large commercial utility systems.
Reporting Relationship

The Designated Chief Engineer reports directly to plant ownership or designated management and serves as the principal technical authority responsible for ensuring safe, compliant, and reliable plant operations.

Work Environment:

Industrial plant environment including boiler plants, power plants, cogeneration facilities, steam plants, district energy facilities, refrigeration plants, and related operations subject to New Jersey Boiler, Pressure Vessel, and Refrigeration regulations.
