The National PACE Association (NPA) provides leadership and support for the growth, innovation, quality and success of the PACE model of care. PACE is a program that allows older adults who need nursing home care to continue living in their homes as long as possible.
What We Seek
We are currently seeking a Chief Policy and Advocacy Officer (CPAO) to lead the Policy and Advocacy division. The CPAO, consistent with NPA’s strategic plan, leads the association’s policy and advocacy priorities and strategies; oversees the association’s policy and advocacy activities, inclusive of federal legislation, regulation and payment as well as support of NPA members and state PACE associations related to state issues; develops and sustains successful grassroots program to support NPA’s direct (staff) led advocacy with Members of Congress and the Administration; manages staff of policy and advocacy professionals with responsibility for setting and achieving the association’s policy objectives.
Responsibilities
·Assesses and analyzes federal and state policy issues to develop NPA’s policy and advocacy strategy
·Establishes strong relationships with Congressional and Administrative offices to advance understanding of PACE and promote PACE policy objectives
·Develops, tracks and adapts NPA’s federal policy agenda and advocacy plan to achieve NPA’s legislative, regulatory and payment objectives
·Works closely with State PACE Associations to coordinate federal and state policy-related advocacy
·Manages team of subject matter experts in Congress, federal administration, state policy and payment
·Leads NPA’s Public Policy Committee to obtain member guidance and communicate NPA’s policy objectives and strategies
·Establishes and develops strategic federal policy partnerships and coalitions
Education
·Bachelor’s degree in political science, public administration, health policy or related field (Master’s degree preferred); or equivalent experience
Experience
·A minimum of 12 years of experience in a similar role, including 5 years of leadership experience, an extensive level of subject matter expertise and non-profit experience.5+ years’ experience working with health care legislators, regulators, and providers (12+ years preferred)
·5+ years’ experience in health care policy issue analysis and development (12+ years preferred)
·5+ years’ experience establishing internal and external partnerships and teams
·5+ years’ experience in customer or membership services, preferably in an association setting
·5+ years’ experience managing a team of senior professionals
Working Conditions
Flexible, fully remote work arrangement, including telework, offered; Small, fast paced team environment with moderate noise levels. Normal sitting and standing activities for an office environment. Use of phones and computers for extended periods of time. Utilize office equipment and communication technologies for conference calls and teleconference meetings/webinars.
Compensation and Benefits
·Full-time, exempt position with competitive salary based on experience and qualifications.
