Talent Harbor is seeking a Chief People Officer to build and lead the HR function for a fast-growing behavioral health organization operating across New York healthcare entities. The role is anchored in scaling people operations, driving compliance, and shaping culture with a four-person HR team.

You will lead HRIS/payroll, benefits, recruiting, onboarding, performance management, and employee relations across multi-site operations. Onsite 100% in Brooklyn with ~1x/week local travel.

Qualifications

• 8+ years of progressive HR leadership experience.
• Experience as VP HR, Head of HR, CPO, CHRO or senior HR Director.
• Experience in healthcare, behavioral health, home health, social services, or another highly regulated environment.
• Experience building or scaling HR infrastructure during growth.

About the Opportunity

Talent Harbor has partnered with a fast-growing behavioral health and social care organization operating across multiple healthcare entities in New York.

The organization currently supports 100+ employees and 500+ contractors, with 2–3 additional entities expected to be integrated over the next 12 months.

We’re looking for a Chief People Officer to build and lead the HR function as the organization scales.

The Role

This is a true build-not-maintain leadership opportunity. You’ll own people strategy and HR infrastructure across multiple entities, lead a team of 4 HR specialists, and establish the systems and processes needed to support continued growth.

Key Responsibilities

• Build and standardize HR infrastructure across multiple entities
• Lead and develop a team of 4 HR specialists

• Strengthen recruiting, onboarding, performance management, and employee relations
• Ensure compliance with healthcare, employment, and NYS regulatory requirements
• Partner with executive leadership on organizational development and workforce strategy
• Help establish a consistent, high-accountability culture across the organization

What We’re Looking For

• 8+ years of progressive HR leadership experience
• VP HR, Head of HR, CPO, CHRO, or senior HR Director background
• Experience in healthcare, behavioral health, home health, social services, or another highly regulated environment
• Proven experience building or scaling HR infrastructure during growth
• Experience supporting multi-site or multi-entity organizations
• Strong knowledge of healthcare HR compliance, HIPAA/PHI, and employment practices
• Hands-on, autonomous leadership style with strong execution skills
• Comfortable working 100% onsite in Brooklyn with local travel

Preferred:

HRIS/payroll implementations, benefits consolidation, NYS healthcare compliance, M&A/integration experience, or EOS experience.

• Target total cash compensation around $250K+, including milestone-based incentives
