Job summary

Harris County Fresh Water Supply District 61 is seeking a Chief Operator to oversee the safe operation of Cypress-area water and wastewater facilities. You will manage distribution and collection systems while ensuring regulatory compliance and public health standards.

Reporting to the Operations Manager, you will supervise staff, coordinate testing and reporting, and respond to emergencies. Weekend/on-call work is required and a strong license portfolio is essential.

Qualifications

• 3 years of leadership in water/wastewater plants, including distribution and collection systems.
• Ability to operate, maintain, and service complex machinery.
• Respond quickly to emergencies; perform testing, sampling, and monitoring to meet rules and permits.
• Submit monthly reports and ensure compliance with operating permits.

Responsibilities

• Oversee safe operation of treatment facilities and distribution/collection systems.
• Ensure process control and public health compliance per permits and regulations.
• Supervise staff; report daily to the Operations Manager.
• Perform testing, sampling, bacterial/chemical monitoring as required.
• Respond to emergencies and be available for on-call work, including weekends.

Job description

Position Title: Chief Operator of Water and Wastewater Facilities

Employment Category: Full-time, Supervisory

Reports To: Operations Manager

Location: Cypress, Texas

Description: Under the direction of the Operations Manager, the Chief Operator is responsible for the safe, required operation of all treatment facilities and distribution and collection systems. The Chief Operator will also ensure that process control and system integrity decisions involving public health are being met. Requires a high level of skill, independent judgment and responsibility to operate and maintain in accordance with permit requirements, state and federal regulations and workplace safety rules and regulations. The Chief Operator is a supervisory position and reports daily to the Operations Manager.

Required Skills: Must have 3 years of leadership experience in water/wastewater treatment plants, including distribution and collection systems. Ability to operate, maintain, and service complex machinery. Must be able to respond quickly to emergencies. Perform duties and responsibilities related to testing, sampling, bacterial, chemical, and other monitoring, inspections, and general compliance conditions for water and sewer facilities as necessary to meet rules, regulations, and operating permit requirements. For water systems, these are more specifically identified in the most current version(s) of the Texas Commission on Environmental Quality Chapter 290 Rules, and associated operating permits. Complete all required reporting, including submitting monthly reports as required. Recognize and respond to emergency situations to ensure maximum facility performance and compliance with operating permits. Requires weekend and on-call work.

Required Education: High School/GED required. Must have a minimum Class B Groundwater or Surface Water License and a Class B Wastewater Operator License from TCEQ.

Salary: $60,000 - $80,000 DOQ
