A municipal government agency is seeking a qualified candidate to oversee and manage the strategic planning, implementation, and management of SCADA and electrical systems. The ideal candidate will possess a Bachelor's degree and extensive leadership experience in technical management. Responsibilities include budget oversight, team leadership, and ensuring reliability and compliance of utility operations.

Education and Experience: Bachelor’s Degree or higher in Business Administration, Information Technology, Computer Science, Electrical Engineering, or a related field, and seven (7) years of progressively responsible experience in SCADA systems operations and electrical systems management, including four (4) years in a leadership or management position overseeing complex technical teams, systems integration, or infrastructure projects.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment.
Under administrative direction, oversee and direct the strategic planning, implementation, and management of SCADA and electrical systems to ensure reliable utility operations, regulatory compliance, and alignment with organizational goals.
Lead and oversee the strategic planning, design, and implementation of SCADA systems and maintenance of the organization’s electrical systems. This involves managing the overall budget, including forecasting and resource allocation, evaluating and recommending new technologies, tools, and methodologies to enhance capabilities and efficiency, overseeing the planning, implementation, and maintenance of SCADA and electrical systems and all their components, managing the procurement, installation, and configuration of end-user front-end and back-end systems, ensuring the availability, reliability, and security of assigned systems, including backups, disaster recovery, and business continuity plans, monitoring and analyzing system performance and capacity to optimize resource utilization and identify areas for improvement, serving as a point of escalation for issues and incidents and coordinating resolution with internal teams and external partners, preparing and presenting reports, updates, and recommendations to leadership and stakeholders, managing construction and performing contract management work, evaluating bid documents, maintaining correspondence with contractors, reviewing submittals, and interpreting drawings and technical specifications, evaluating work for compliance with contract provisions, reviewing and responding to requests for information, approving order requests and preparing documentation, participating in community meetings and outreach efforts, and preparing and delivering presentations related to projects or initiatives.
Develop and execute the vision and strategic direction, ensuring alignment with the organization’s goals and objectives. This involves developing and maintaining policies, standards, and procedures for the focus area, ensuring compliance with industry’s best practices, regulations, and security standards, collaborating with other department leaders to align initiatives with business needs, staying current with industry trends and emerging technologies related to SCADA and electrical management, fostering a culture of continuous improvement, innovation, and collaboration within the department, and establishing and maintaining relationships with vendors and service providers to ensure effective delivery of system services.
Supervise assigned staff. This involves scheduling assignments, instructing, guiding, and checking work, appraising employee performance and reviewing evaluations by subordinates, providing for training and development, enforcing personnel rules and regulations, and work behavior standards firmly and impartially, counseling, motivating, and maintaining harmony, interviewing applicants, recommending hiring, termination, transfers, discipline, or other employee status changes, and enforcing safety rules and regulations.
