Main Purpose of Job

This position will provide experienced public health leadership in directing the work of the Office of Healthy Homes and Communities directing programs and conducting administrative management with extensive training and expertise in injury prevention and/or environmental health. This position will use knowledge and experience in prevention and health promotion, strategic planning, and systems thinking to provide Bureau, Department and State level leadership in the areas of injury prevention (e.g., falls, traumatic brain injury, transportation), violence prevention (e.g., sexual assault, adverse childhood experiences), lead poisoning prevention, and asthma prevention. This position serves as a technical advisor for the Healthy Homes, Injury Prevention, and Kids in Safety Seats programs, as well as the lead for the Bureau's administrative units to ensure implementation of current MDH and PHPA operational policies and procedures.


This position oversees and manages the funding, grants, operations, and technical assistance to build and maintain internal and external partnerships. This position is responsible for developing and implementing systems and processes to monitor financial and procurement operations. This position will ensure compliance and completion grant, contract, and cooperative agreement deliverables. This position will develop and implement systems and processes to increase efficiencies, meet state legislative and regulatory requirements, and produce results that will include data, budgets, policies, and reports.


This position is eligible for hybrid telework which is subject to approval of the supervisor.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and six years of professional health or human services experience, including three years at the supervisory or managerial level.


A master's degree will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience as noted above will substitute on a year-for-year basis for the degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:


Five years of experience in the field of public health, specifically injury prevention or environmental health
Three years of experience with public health program management, specifically two years of governmental management experience
Three years of experience with budgets and grants, specifically two years in government budgeting and government grant applications
Three years of experience with supervision, including one year of experience supervising manager(s)
