Position Summary: The New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students, 135,000 employees, including more than 75,000+ teachers and an annual budget of $39B.

Under the direction of the Chief Procurement Officer, the Chief of Staff (COS) serves as an integral member of the DCP senior leadership team, planning and coordinating the workflow of the division.The COS will serve as a thought partner to help Chief Procurement Officer determine, articulate, and execute the mission, vision, and strategies for the Division of Contracts and Purchasing.The COS will closely collaborate with DCP Senior Leadership and unit Directors to guide and monitor monthly deliverable schedules and implement protocols to better align priorities and track progress.

The Chief of Staff is responsible for planning, organizing, and implementing major projects that have significant citywide impact on the educational goals of the school system through its contracts. These projects are sensitive and complex in nature, requiring a high level of strategic and analytical skills. In this role, the COS oversees major initiatives of the Division and also supports the Deputy Chief Procurement Officers in planning, developing, implementing, and delivering accurate, prompt, and efficient management functions that are driven by process, integrity, and customer service.

The Chief of Staff also facilitates communications within the Division, across NYCPS offices and externally, managing requests from the Chancellor's Office, Mayor’s Office, NYCPS press office, other internal NYCPS offices, and other key constituents. Performs related work.

Reports to: Chief Procurement Officer, DCP

Direct Reports: Administrative Operations Coordinator

Key Relationships: Representatives from the Mayor’s Office, the NYCPS’s executive leadership team, and other high-level officials as well as outside City, State, and Federal government agencies and departments. Serves as direct liaison with heads of divisions Agency-wide, including the City’s Comptroller’s Office, Mayor’s Office of Contract Services (MOCS), Corporation Counsel, Panel for Educational Policy (PEP), and other agencies. Works closely with the Deputy Chief Procurement Officers to manage policy decision-making and implementation for high-priority initiatives and facilitate coordination across the organization. Maintains strong relationships with division and office Chiefs of Staff, procurement points, and Senior Executive Directors.

Responsibilities

Strategic Planning and Project Management

  • Leads critical cross-functional initiatives and raises implementation challenges with strategic planning for mitigation, in partnership with the Chief Procurement Officer and Deputy Chief Procurement Officers.
  • Spearheads critical strategic initiatives assigned by the Chief Procurement Officer; manages special functions and activities; assigns projects appropriate to line staff in various organizations for research, analysis, and implementation.
  • Serves as lead support for the Chief and Deputy Chiefs on projects, programs, and staff management, including managing reports and processes across the units.
  • Partners with Chief Administrators and Directorsto serve as a force multiplier when needed for timelycompletion of initiatives.
  • Maintains visibility across the units to foster alignment towards goals and maintain broad situational awareness of developments in order to ensure coordination, integration, and alignment.
  • Partners within and across teams to raise policy issues, identifies areas in need of improvement, troubleshoots, and solves problems in operational performance as they arise.
  • Leads and oversees a variety of special projects that require immediate decisions with a high degree of research and analysis; evaluates results and presents recommendations to senior staff to be used as a basis for policy and project implementation decisions.
  • Determines and evaluates systemic needs and structural gaps; liaises with teams to identify and align resources, ensuring efficient support for the implementation of initiatives.
  • Creates structures, systems, and processes which foster and facilitate planning, performance management, and data and accountability, as well as the development, integration, implementation, communication, and evaluation of policy.
  • Supervises project management for cross-functional projects in support of both Central and school-based procurement initiatives.
  • Supports the Chief and Deputy Chiefs in following up on issues raised at Panel for Education Policy briefings and meetings as well as the Committee on Contracts meetings.
  • Supports the Chief and Deputy Chiefs with the planning and coordination of professional development and technical assistance activities for the teams.
  • Identifies and develops resources required to address operational issues and coordinates delivery of this support across the teams.
  • Coordinates the division’s leadership team, managing policy decision-making and implementation planning across the division.
  • Provides leadership, direction, counsel, and support in a broad range of strategic, managerial, logistical, and administrative areas.
  • Serves a central coordinating role in all divisional activities, including project management, policy development and analysis, strategic planning, and communication efforts.

Policy Analysis and Communications

  • Supports the Chief and Deputy Chiefs on responding to escalations and sensitive communications/issues.
  • Leads the mapping of the procurement life cycle, evaluate problem areas, and make recommendations for improvement to increase efficiency and accountability.
  • Uses quantitative data, anecdotal evidence, and consultations with key stakeholders to inform policy recommendations regarding operational, educational, and legal issues affecting critical functional work streams.
  • Directs, creates, and oversees the accuracy of online communications and resources related to DCP’s work and cross-functional initiatives.
  • Ensures smooth communication and coordination of supports from the Chief and Deputy Chiefs to the teams.
  • Liaises and fosters partnerships with Division of Budget Operations and Review and the Division of Financial Operations.
  • Manages a variety of special projects that require immediate decisions with a high degree of research and analysis; evaluates results and presents recommendations to senior staff to be used as a basis for policy decisions.
  • Develops materials for meetings, press releases, and presentations.
  • Provides effective leadership and stewardship by executing a continuous quality improvement process, focusing on systems/process improvement; promotes regular and ongoing opportunities for all staff to give feedback on program operations.
  • Assists the Chief in developing communication between committee meetings, setting agendas, creating initial drafts of communications to key strategic team members, and helping to prioritize plans for addressing issues that are impacting progress towards initiative benchmarks.

Qualification Requirements

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Preferred

  • Knowledge of NYCPS policies, procedures, organizations, issues, and initiatives.
  • Experience or interest in procurement.
  • Ability to think strategically to design and implement large-scale organizational initiatives.
  • Experience as an analytical, process-oriented thinker and problem-solver; ability to navigate obstacles.
  • Excellent interpersonal skills in dealing with diverse constituencies, including education and non-education personnel, internal and external to the NYCPS.
  • Excellent writing, editing, and communication skills, as well as an established level of comfort when analyzing and presenting data to executive management.
  • Ability to troubleshoot, problem-solve, and anticipate issues in need of resolution.
  • Strong attention to detail and extremely well-organized, with the ability to meet frequent and changing deadlines.
  • Ability to thrive in a fast-paced and high-pressure environment and work collaboratively and cross-functionally.
  • Strong ability to develop, plan, and implement short- and long-range goals, establish priorities, organize resources, analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
  • Self-starter with an entrepreneurial spirit.
  • Proficient with Microsoft Office 365 applications.

Salary: $130,151 - $170,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
