Job summary

Town of Wallingford seeks a Maintainer to direct a crew in the operation, maintenance, repair, and construction of the Town’s potable water transmission and distribution system, including pipelines, hydrants, valves, and meters.

You will read plans, prepare field reports, and assist in inventory control. Candidates should possess strong safety knowledge, independent judgment, and the ability to train staff while following established procedures.

Qualifications

  • Thorough knowledge of the facilities, pipelines and equipment of the water system; thorough knowledge of the methods, materials and procedures used in the construction, operation and maintenance and repair of water transmission and distribution mains, fire hydrants, water services, water meters, pump stations, and all related facilities and equipment; thorough knowledge of safety standards, procedures and regulations related to assigned work; considerable physical stamina to work under arduous conditions; ability to exercise independent judgement; considerable ability to lay out work, supervise the work of others on a specific task; ability to establish and maintain effective working relationships with employees, and the general public; ability to read and interpret plans and specifications; ability and aptitude to understand and issue clear, concise written and oral instructions.

Responsibilities

  • Directs the work of an assigned crew engaged in the operation, maintenance, repair and construction of facilities pertaining to the Town’s potable water transmission and distribution system.
  • Reads and understands plans, drawings, sketches and specifications. Prepares daily reports of field work and produces sketches necessary for the preparation of record drawings.
  • Diagnoses, repairs and troubleshoots problems relating to normal assignments, water mains and appurtenances, and performs unusual work where no standard methods or specific directions are available.
  • Operates equipment and vehicles of the Division, including backhoes, dump trucks, and trucks with trailers.
  • Performs special projects, including installation of underground vaults, manholes, or other structures, and maintenance of buildings and grounds.
  • Oversees safety of work sites, ensures proper PPE, trains employees in equipment use, and participates in accident investigations.

Job description

Directs the work of an assigned crew engaged in the operation, maintenance, repair and construction of facilities pertaining to the Town’s potable water transmission and distribution system including pipelines and appurtenances such as water services, fire hydrants, valves, service lines and water meters.

Reads and understands plans, drawings, sketches and specifications. Prepares daily reports of field work and produces sketches necessary for the preparation of record drawings. Assists with the maintenance and control of inventory used in the work.

Diagnoses, repairs and troubleshoots problems relating to normal assignments, water mains and appurtenances, and performs unusual work where no standard methods or specific directions are available. Exercises independent judgement and works under general supervision only.

Operates equipment and vehicles of the Division, including but not limited to backhoes, dump trucks, and trucks with trailers. Installs, removes and maintains all types of equipment and materials used in the construction and maintenance of the water transmission and distribution system.

Performs special projects, which may include the installation of underground vaults, manholes, or other structures. Performs maintenance of buildings and grounds. Constructs and maintains access to Water Division roadways and facilities. Assists other Divisions, Town departments, and agencies as assigned. Assists in maintaining dams and watersheds. Performs all other work necessary to maintain and improve the Town’s water transmission and distribution system and facilities. Performs all work in a safe, efficient manner.

Oversees and directs the safety of work sites, including, but not limited to, work zones, roadways, construction activities and equipment operations. Ensures safe work practices including, but not limited to, trenching and shoring activities, and the proper use of personal protective equipment (PPE). Ensures that crew members are issued proper equipment and that all equipment is inspected and properly maintained. Trains employees in the correct use of equipment and tools as assigned. Participates in accident investigations and Water Division claims as required. Makes recommendations to the Assistant Superintendent for safety training and programs related to construction and maintenance activity. Performs other related work as required.

ADDITIONAL DUTIES:

Conducts training sessions with subordinates pertaining to safety and protocols, etc., on equipment and processes. May be subject to “on-call” duty, emergency calls and scheduled overtime work as assigned.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

Thorough knowledge of the facilities, pipelines and equipment of the water system; thorough knowledge of the methods, materials and procedures used in the construction, operation and maintenance and repair of water transmission and distribution mains, fire hydrants, water services, water meters, pump stations, and all related facilities and equipment; thorough knowledge of safety standards, procedures and regulations related to assigned work; considerable physical stamina to work under arduous conditions; ability to exercise independent judgement; considerable ability to lay out work, supervise the work of others on a specific task; ability to establish and maintain effective working relationships with employees, and the general public; ability to read and interpret plans and specifications; ability and aptitude to understand and issue clear, concise written and oral instructions.

MINIMUM QUALFICATIONS

High school, trade/technical school diploma plus five (5) years’ experience as a Maintainer for a water utility or in the field of construction, with work experience in the installation of underground pipelines (water main, sanitary sewer, storm drain or gas main) and related equipment; with two (2) of those years involving supervision of the work of others. Up to two (2) years of post-high school education in an applicable field may substitute for the general experience requirement. Must possess at the date of appointment and maintain in good standing a valid State of Connecticut Class B Commercial Driver’s License (CDL). A State of Connecticut Class A Commercial Driver’s License (CDL) is desirable. A State of Connecticut Department of Public Health (DPH) Class II Water Distribution System Operator Certification (DSO II) is desirable.
