DEFINITION: Has immediate charge of a helicopter maintenance operations serving aircraft owned and/or operated by the County.
CLASSIFICATION STANDARDS: Positions allocable to this class receive administrative supervision from the Captain in charge of the Sheriff Department’s Aero Bureau or the Fire Department’s Air Operations Battalion Chief. Incumbents serve as the highest level of maintenance management and technical review to helicopter mechanics, helicopter maintenance inspectors, and other air operations support staff. Incumbents are responsible for the maintenance of all technical records, manuals, parts and supplies, support equipment, and coordination with the Federal Aviation Administration on all required aircraft inspections. Incumbents must possess expert knowledge of materials, tools, and procedures used in maintaining aircraft, principles of maintenance management and supervision, and safety procedures pertaining to aircraft and aircraft maintenance. This class may occasionally lift more than 50 pounds and regularly climb on aircraft and ladders while carrying tools, equipment, and parts.
Directs the planning, assigning, inspecting, reviewing, approving, and evaluating of the activities of helicopter maintenance operations in aircraft preventive maintenance, inspection, repair and replacement of aircraft engines, major component parts, transmissions, drive trains and assemblies, hydraulically actuated accessories, rotor masts, and major airframe members.
Develops and administers preventive maintenance timetables for major and minor repairs of engines, airframes, and major periodic inspections.
Schedules major maintenance to ensure maximum aircraft availability.
Oversees control and accounting of service life-limited parts, such as rotor mast assemblies, and other parts subject to stress failure.
Directs and participates in the design, fabrication, and installation of such devices as electrically actuated chemical drop tanks, search lights, loudspeakers, night vision devices and other equipment requiring substantive airframe and electrical system modifications.
Acts as Departmental liaison to the Federal Aviation Administration’s Flight Standard District Offices regarding supplemental type certifications required for major airframe and engine modifications.
Prepares estimates on the extent and cost of aircraft repairs and recommends to management on the need to repair or replace aircraft and other equipment.
Manages the budget assigned to the aircraft maintenance section and reviews all expenditures for compliance with County purchasing procedures prior to submitting purchase requests for approval.
Directs the operation of a tool and stock room including the requisition, receipt and issuance of parts, equipment, tools and supplies.
Directs the preparation and maintenance of records and reports.
Compiles and analyzes cost data.
Coordinates and expedites aircraft and support equipment repair activities at the scene of emergencies or disasters.
Responsible for the repair and maintenance of light fixed-wing single-engine or multi-engine aircraft, as required.
MINIMUM REQUIREMENTS
OPTION I: One year of experience supervising a crew of helicopter mechanics at the level of a Supervising Helicopter Mechanic*.
OPTION II: Two years of experience providing technical guidance to a crew of Helicopter Mechanics at the level of a Senior Helicopter Mechanic* or inspecting maintenance performed on airframes, engines, and other components of aircraft to ensure compliance with the Federal Aviation Administration’s regulations and manufacturers’ maintenance manuals and directives at the level of a Helicopter Maintenance Inspector*.
LICENSES
A valid Airframe and Powerplant Mechanic's License issued by the Federal Aviation Administration**.
A valid Inspection Authorization Certificate issued by the Federal Aviation Administration**.
A valid California Class C Driver License is required to perform job-related essential functions. Candidates offered these positions would be required to show proof of a driver license prior to appointment.
Out-of-state applicants must have a valid license from the state in which they reside at the time of filing. Out-of-state applicants will be required to obtain a California class C Driver License prior to appointment.
LICENSE INFORMATION: Successful applicants for this position will be required to obtain a copy of his/her driving record from the California State Department of Motor Vehicles before being appointed. A copy of your driving record must be presented at the time of your appointment. License must not be suspended, restricted, or revoked. AN APPLICANT WHOSE DRIVING RECORD SHOWS THREE (3) OR MORE MOVING VIOLATIONS WITHIN THE LAST YEAR WILL NOT BE APPOINTED.
PHYSICAL CLASS: Physical Class IV - Arduous: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.
SPECIAL REQUIREMENT INFORMATION: Applicants must be able to perform the essential functions of this position with or without a reasonable accommodation.
DESIRABLE QUALIFICATIONS: Credit will be given to applicants who possess DESIRABLE qualifications and indicate so on their employment application at the time of filing.
Work experience with helicopters in public safety or military aviation.
Experience for hands-on maintenance on public safety, military, or commercial helicopters.
Experience as a helicopter maintenance/repair quality control inspector.
Experience in the direct supervision*** of 10 or more helicopter maintenance personnel.
Experience conducting in-flight troubleshooting of helicopters.
***Supervision refers to providing direct administration and technical supervision to include planning, assigning and reviewing work of staff, evaluating employee performance, approving leaves of absence, counseling and recommending discipline.
SUPPLEMENTAL QUESTIONNAIRE: As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and have to wait twelve (12) months from the date of disqualification in order to reapply.
EXAMINATION CONTENT: This examination will consist of an evaluation of experience based on application information and desirable qualifications weighted at 100%.
CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION TO BE PLACED ON THE ELIGIBLE REGISTER.
VETERANS CREDIT: If you served in the military and were honorably discharged, you may qualify for Veteran’s Credit. To receive this credit, please include a copy of your DD214 Form issued by the branch of service with your application for review.
ELIGIBILITY INFORMATION: The names of candidates receiving a passing grade on the examination will be placed on the eligible register in the order of their score group for a period of six (6) months from the date of promulgation. Applicants will be processed on an as-received basis and promulgated to the eligible register accordingly.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY SIX (6) MONTHS.
