Job summary

The Harris Center for Mental Health and IDD in Houston, TX is seeking an experienced Chief Financial Officer to lead our financial operations and strategic planning.

You will oversee budget, revenue management, procurement, and external vendor relationships, while advising the CEO and Board on financial strategy and performance. This onsite role offers a comprehensive benefits package and opportunities to influence a large public healthcare system.

Qualifications

  • Minimum seven years of progressively responsible experience with at least two years in leadership.
  • Five years of healthcare or behavioral health administration with fiscal oversight preferred.
  • Certified Public Accountant (CPA) certification required or equivalent.

Brief Description

The Harris Center for Mental Health and IDD, known as "The HARRIS CENTER," is seeking an experienced Chief Financial Officer to join our team. The Chief Financial Officer (CFO) is a vital component of The Harris Center’s Executive Management, assisting with mission-critical, highly visible, and complex duties to assure the effective administration and evolution of the agency. The Chief Financial Officer(“CFO”) is accountable for the financial operations of the organization. The position is responsible for executing strategic plans, providing fiscal oversight, and carrying out Agency goals and objectives. The position evaluates performance and makes decisions regarding hiring and discharging staff and has authority to review and approve or deny recommendations and decisions made by directors and/or managers. The CFO acts as a trusted advisor to the CEO.

What qualifications you will need:

  • Direct responsibility and management of Finance and Accounting, Budget, Revenue Management, Purchasing, other administrative functions, and is ultimately responsible for the performance of those departments.
  • Ability to provide the CEO with effective advice on company strategies and their implementation, manages the stated functions, and obtains and oversees the work of outside vendors and service providers.
  • Direct involvement in complex business transactions, in negotiating critical contracts, and financial management.
  • Proven ability to provide instructional leadership to department heads, participating in the development and implementation of relevant aspects of the organization strategic plan, creating administrative policies and procedures, developing and managing budgets, and engaging staff.
  • Accurately interprets regulations related to fiscal policy.
  • Produces and submits the Agency annual budget within prescribed format and timelines.
  • Acts as the investment officer of the Agency and ensures that the investment policy and strategy approved by the Board of Trustees is observed.
  • Oversees negotiations and relationships of the Agency with managed care organizations.
  • Directs the procurement function and ensures that the Agency is in compliance with federal and state laws.
  • Monitors overall productivity of respective areas of responsibility; improved productivity through consolidation of activities and delegation of functions.
  • Interacts with colleagues at all levels of the organization and in the community in a diplomatic, professional, and tactful manner.
  • Collaborates with appropriate stakeholders and considers impact, including financial, on all stakeholders in the decision-making process.
  • Establishes and oversees an organizational process structure that provides quality support service delivery for internal and external customers.
  • Presents financial reports to board members with a firm command of the relevant facts and circumstances related to the financial reports.
  • Demonstrates ability to be an effective change agent, able to drive and lead change across the organization.
  • Performs other duties as assigned
Education
  • Bachelor’s Degree
  • Master’s degree MA, MBA, MS, MPH preferred.
Experience
  • Minimum seven (7) years of progressively responsible experience with a minimum of two (2) years of leadership experience required.
  • Five years (5) of experience in behavioral health or general healthcare with special emphasis on administration, supervision, and fiscal allocation preferred.
  • Managed care alternative or value based payment experience preferred.
  • Must have significant experience working in a large and complex with proven financial, budgetary and capital planning expertise.
  • Experience in financial operations of a governmental entity a plus.
  • Certified Public Accountant
Knowledge Skills And Abilities
  • Knowledge of the regulatory environment and the laws affecting operations are highly desirable
  • Passionate about the mission of community mental health and IDD while being equally passionate about the business and performance side of the organization
  • A self-starter with a commitment to "team"
  • Possess strong work ethic
  • Comfortable working in a complex health care environment with lots of regulatory demands and expectations
  • Knowledge of the regulatory environment and the laws affecting operations are highly desirable
