The Knoxville-Knox County Community Action Committee (CAC) is a local public agency offering 60+ programs that serve the Knoxville-Knox County, TN region in areas of aging and wellness, homelessness to housing, workforce development and economic mobility, early childhood education, urban agriculture, nutrition and food insecurity, transportation, volunteer income tax assistance, and minor home repair and weatherization. CAC is an affiliate of the National Community Action Partnership, which is the nation’s premier network in building communities and servicing families and individuals. We care about the entire community, and we are dedicated to helping people help themselves and each other. CAC has a 60-year history and has steadily grown its operations to include 430 employees, multiple facilities, and a comprehensive financial portfolio with a range of federal, state, and locally funded programs. CAC is seeking an experienced, visionary, sensible leader to manage the organization and shepherd it into the next stage of development.

Qualifications: College degree in public administration, social work, human services, education, organizational development or a related field. Graduate degree preferred but not required. Seven to ten years demonstrated progressively responsible administrative experience in an organization of comparable size, scope and complexity preferred. Prior community action or related human service or community development experience preferred.

Salary Range: Salary Range: $145,000+ depending on qualifications. Excellent benefits package including employer paid health insurance, life insurance, contributions to pension plan, co-pay dental insurance, generous annual leave, sick leave, and holidays.

Job Title: Chief Executive Officer

Summary: An employee in this classification is employed by and is directly responsible to the board of the Knoxville-Knox County Community Action Committee (CAC). The Chief Executive Officer provides the administrative leadership to the agency. The CEO implements the broad policies and goals adopted by the CAC board. The CEO is the Accountable Executive for all programs operated by CAC.

Essential Duties and Responsibilities:

  • Provide visionary, collaborative, outcome-oriented leadership to CAC staff, including directing a diverse and high performing senior leadership team
  • Provide liaison and support to the CAC board; formulate policy recommendations for the consideration of the CAC board. Work with the board as a strategic partner, maintaining transparency, apprising Board members in a timely manner of developments, issues, needs and operations of the agency.
  • Direct the planning, implementation, coordinating, monitoring, and evaluating of all agency programs and management functions.
  • Know, understand, and advocate for the needs of the low-income community.
  • Ensure agency programming values the diversity of the community and creates environments where clients are treated with compassion and respect.
  • Coordinate with other agencies, local elected officials, state and federal agencies, and funding sources to focus attention and resources on the needs of low-income people.
  • Work in close relationship with City of Knoxville and Knox County staff and elected officials.
  • Manage the staff including the hiring, motivation, training, supervision, evaluation, promotion and separation of personnel in accordance with agency policy.
  • Organize the work of the agency by assigning responsibilities and delegating authority to program directors and managers.
  • Build trust internally and externally, promoting an environment and agency brand of transparency and integrity.
  • Responsible for the fiscal integrity and financial management of the agency including insuring adequate staffing, internal controls, record maintenance, financial reporting, and compliance with the requirements of each funding source.
  • Ensure agency compliance with Federal, State, and local laws and regulations.
  • Develop financial resources through fund raising and grant writing.
  • Oversee the development of program budgets.
  • Develop and deploy effective public information strategies to promote understanding and goodwill in the community towards the agency. Serve as a community leader and expert on issues affecting individuals with poverty.
  • Monitor and evaluate programs and key management functions regularly to ensure maximum effectiveness and continual improvement and to prevent or to identify problems.
  • Provide or arrange for technical assistance when indicated to improve performance and to prevent or solve problems.
  • Oversee facilities management for a range of property configurations and operations.
  • Ensure that records are kept and that adequate management information systems are in place.
  • Report regularly to the board and other public and private entities.

  • Knowledge of the administrative, political, and legislative relationships which exist between the local, state and federal governments.
  • Ability to plan, organize, coordinate and negotiate.
  • Knowledge of the techniques, practices, and procedures of personnel management.
  • Knowledge of administrative and grant management.
  • Knowledge of financial management practices and procedures.
  • Knowledge of professional literature in the field of human services and public administration.
  • Knowledge of current administrative practices, procedures, and equipment.
  • Ability to coordinate with staff on wide range of technology platforms and uses.
  • Ability to direct the work of professional, technical, and administrative personnel.
  • Ability to evaluate situations and make decisions.
  • Ability to express ideas clearly, concisely, and convincingly, orally and in writing.
  • Ability to establish and maintain effective working relationships with the board, the low-income community, public officials, the general public, the staff and funding agencies.
