Job summary

William Charles Construction is seeking a Chief Estimator to lead heavy civil estimating efforts for projects in Rockford, IL and Indianapolis, IN, including bid preparation, subcontractor outreach, and preconstruction strategy.

You will manage estimating teams, drive cost control, and coordinate with operations and ERP systems to ensure accurate, timely proposals and successful pursuits.

Qualifications

• Bachelor's degree in civil engineering, construction management, and/or related field experience.
• Large scale DOT and Municipal hard bids (IDOT/INDOT) and private market pursuits; Design Build/CMGC/P3 experience a plus.
• 10–15 years of heavy civil construction estimating experience; earth moving, utilities, paving, and bridge work preferred.
• Combination of education and work experience may be considered.
• Ability to manage estimating teams on large pursuits and own the estimate process.
• Pricing strategy and bid close capabilities.
• Highly organized with precise attention to detail.
• Motivated self-starter.

Responsibilities

• Oversee estimating teams, assign projects, review estimates, assess risk, and manage bid submittals.
• Self-perform preparation and ownership of estimates.
• Research and reach out to subcontractors and suppliers for complete scope coverage.
• Post-bid budget creation and project setup; coordinate with cost control for ERP interfaces.
• Develop preconstruction meetings for handoff to Operations.
• Lead progress and proposal review meetings.
• Coordinate with Diversity Department to meet goals and requirements.
• Identify issues and develop risk exposure summaries with cost impacts.
• Provide innovative strategies and value engineering solutions.
• Ensure effective communication with clients, engineers, subs, and suppliers.
• Present complete estimates to Executive Management for decision making.

Chief Estimator

Job Locations: US-IN-Indianapolis | US-IL-Rockford | US-IL-Springfield

William Charles Construction, a MasTec Company, is hiring for an experienced Chief Estimator with extensive estimating background with heavy civil, highways and roadways.

Chief Estimator will be responsible for the complete preparation and submittals for bidding opportunities in our Rockford IL or Indianapolis IN office locations. In general, this position will be responsible for cost preparation, proposal closeout, submittals and all other ancillary estimating functions for both public and private sector work, management of estimating teams as required, compliance with corporate estimating practices, project budgets and coordination with the job control setup process. This position will report to VP of estimating.

Responsibilities

• Estimating team oversight as required including project assignments, estimate reviews, risk assessment, final bid close and submittal
• Self-perform preparation and complete ownership of estimates
• Subcontractor and Supplier research and outreach to ensure quality scope coverage
• Post bid budget creation and project setup. Coordination with cost control department for ERP system interface for successful pursuits
• Develop and coordinate preconstruction meetings for project handoff to Operation teams
• Prepare and lead progress and proposal review meetings
• Work closely with Diversity Department to ensure compliance with all goals and requirements
• Identify critical issues and develop risk exposure summary with associated cost impacts
• Provide creative and innovative thinking to analyze and develop strategy and value engineering solutions
• Effective communication and interaction with clients, engineers, subcontractors and suppliers
• Provide complete and accurate estimates to Executive Management for review and to ensure confidence in decision making
• Working in a team-oriented environment and providing training and mentoring to others
• Remain engaged with project and Operations Team throughout life of awarded projects
• Develop business relationships within the regional marketplace. Active in local networking and client sponsored programs

Qualifications

• EDUCATION AND EXPERIENCE

  * Bachelor's degree in civil engineering, construction management, and/or related field experience

  * Large scale DOT and Municipal hard bids (focus on IDOT & INDOT) as well as private market pursuits such as warehouse and data center sitework. Experience with alternative delivery methods such as Design Build, CMGC and P3 is a plus but not required

  * 10-15 years of experience in heavy civil construction estimating. Extensive experience in earth moving, underground utilities, concrete/paving and structural concrete/bridge construction is preferred.

  Combination of equivalent education and work experience may be considered
