William Charles Construction is seeking an experienced Chief Estimator to lead estimating efforts for heavy civil, highways and roadways projects in our Indianapolis, IN area. The role oversees bid preparation, subcontractor outreach, and coordination with cost control to ensure accurate, competitive proposals.

Ideal candidates have 10–15 years of heavy civil estimating experience, a civil engineering or construction management degree, and strong proficiency with Bid2Win/HCSS and MS Office.

Qualifications

• Bachelor’s degree in civil engineering, construction management, or related field.
• 10–15 years of experience in heavy civil construction estimating.
• Experience with DOT and Municipal hard bids (IDOT & INDOT) and private market pursuits.
• Ability to manage estimating team on large pursuits and complete estimate oversight.
• Proficiency with Bid2Win or HCSS and strong MS Office skills; familiarity with Viewpoint Vista, Primavera P6, Bluebeam, Salesforce, AgTek and AutoCad is a plus.

Responsibilities

• Oversee estimating team, assign projects, review estimates, assess risk, and manage bid close/submittals.
• Self-perform preparation and ownership of estimates.

Overview

William Charles Construction, a MasTec Company, is hiring for an experienced Chief Estimator with extensive estimating background with heavy civil, highways and roadways.

Chief Estimator will be responsible for the complete preparation and submittals for bidding opportunities in our Rockford IL or Indianapolis IN office locations. In general, this position will be responsible for cost preparation, proposal closeout, submittals and all other ancillary estimating functions for both public and private sector work, management of estimating teams as required, compliance with corporate estimating practices, project budgets and coordination with the job control setup process. This position will report to VP of estimating.

Responsibilities

• Estimating team oversight as required including project assignments, estimate reviews, risk assessment, final bid close and submittal
• Self-perform preparation and complete ownership of estimates
• Subcontractor and Supplier research and outreach to ensure quality scope coverage
• Post bid budget creation and project setup. Coordination with cost control department for ERP system interface for successful pursuits
• Develop and coordinate preconstruction meetings for project handoff to Operation teams
• Prepare and lead progress and proposal review meetings
• Work closely with Diversity Department to ensure compliance with all goals and requirements
• Identify critical issues and develop risk exposure summary with associated cost impacts
• Provide creative and innovative thinking to analyze and develop strategy and value engineering solutions
• Effective communication and interaction with clients, engineers, subcontractors and suppliers
• Provide complete and accurate estimates to Executive Management for review and to ensure confidence in decision making
• Working in a team-oriented environment and providing training and mentoring to others
• Remain engaged with project and Operations Team throughout life of awarded projects
• Develop business relationships within the regional marketplace. Active in local networking and client sponsored programs

Qualifications

• EDUCATION AND EXPERIENCE

  · Bachelor’s degree in civil engineering, construction management, and/or related field experience

  · Large scale DOT and Municipal hard bids (focus on IDOT & INDOT) as well as private market pursuits such as warehouse and data center sitework. Experience with alternative delivery methods such as Design Build, CMGC and P3 is a plus but not required

  · 10-15 years of experience in heavy civil construction estimating. Extensive experience in earth moving, underground utilities, concrete/paving and structural concrete/bridge construction is preferred.

  Combination of equivalent education and work experience may be considered

  REQUIREMENTS

  · Ability to manage estimating team on large pursuits and complete estimate oversight

  · Pricing strategy plan and ability to perform all bid close functions

  · Precise attention to details and exceptionally organized

  · Highly motivated self-starter

  · Must be capable managing time for self and for management of others and ability to prioritize and schedule efficiently

  · Limited travel should be expected for bid close, pre-bids, site walks, owner meetings, home office events, etc. at our Rockford, Indianapolis or Springfield offices

  · Thrive in fast-paced environment with ability to deliver under deadlines

  · Proficiency in Bid2Win or HCSS and exceptional Microsoft Office skills; Viewpoint Vista, Primavera P6, Bluebeam, Salesforce, AgTek and AutoCad experience is a plus
