We are looking for a Chief Estimator responsible for creating budgets and estimates for underground wet utilities. The Chief Estimator will oversee estimating processes, methodology, and systems for the Estimating Team, and will train team members in the use of estimating tools and analytics.
Responsibilities
- Assign responsibilities for the estimating team on each project, ensuring scope, materials, and labor are accurate.
- Utilize the company-approved costing methodology, data, and systems to present estimate results in a detailed breakdown format suitable for the project manager and team.
- Prepare and assist the team in cost estimates, ensuring all necessary costs are detailed and included, such as management services, equipment, material costs, construction costs, operating costs, and other wet pipeline project costs.
- Identify risk issues and their magnitude, and communicate with the team.
- Solicit subcontractor and supplier information and pricing.
- Prepare conceptual budgets based on minimal information.
- Analyze alternative methods to determine the most economical option.
- Build effective relationships with customers, design teams, specialty contractors, suppliers, and user groups, reflecting and supporting company core values and exceeding customer expectations.
- Be familiar with and able to explain estimate details, including man-hours, personnel resources, etc.
- Review general conditions, schedule, scope of work, equipment and labor projections, and site logistics.
- Assist Project Management by ensuring transfer of information on successful proposals, participating in work plan reviews, and site visits as appropriate.
- Participate in industry, client, and community relations to enhance the company image.
- Maintain and communicate data on construction and material cost trends affecting project costs.
- Perform other duties as assigned by management.
Qualifications
- Ten (10) or more years of estimating leadership experience, with at least five (5) years focused on wet pipeline projects.
- Bachelor’s Degree in project management, engineering, technical, or construction preferred; equivalent work experience considered.
- Experience with B2W (Bid 2 Win) and Planswift is a plus.
- Strong communication skills to explain work product basis in high-pressure environments.
- Ability to break down construction operations into logical activities.
- Flexibility to work independently or within a team as project needs dictate.
- Ability to read and understand Civil Plans and complex project deliverables.
- Proficiency in understanding written procedures, routine document writing, and multi-step instructions in English.
- Strong organization, record-keeping, and follow-up skills.
- Good attendance, multi-tasking, and prioritization abilities.
- Valid CA Driver’s License and compliance with MVR requirements.
