Job summary

Otay Water District seeks a Chief of Engineering to lead the Engineering Department in planning, budgeting, design, construction management, and environmental services. You will oversee CIP programs, scheduling, and staff performance while ensuring compliance with federal, state, and local permits.

The role requires a Civil Engineering degree (Master's preferred) and a California license, with seven years of management in water facilities.

Qualifications

  • Seven (7) years of management, program and/or project-level experience in design, engineering and construction management of water and wastewater facilities.
  • Experience with development services projects and environmental science.
  • Bachelor's degree in Civil Engineering; Master's degree desirable; CA licensure preferred.

Responsibilities

  • Plans, directs, and manages departmental strategic planning, CIP, budgeting, and engineering focused projects.
  • Oversees plan checking, surveys, and construction permit issuance.
  • Manages environmental compliance programs (NPDES, CEQA, APCD, DEH, DDW).
  • Develops and implements departmental goals, codes, policies, and procedures.
  • Coordinates with senior leadership and other departments; oversees staffing and budgeting.
  • Represents the District in negotiations with developers, contractors, and consultants.
