Qualifications

  • High school diploma or GED required.
  • 5+ years of experience as a supervisor/foreman of building maintenance technicians.
  • Proficient knowledge of building automation/control systems.
  • Boland Trane BAS/EMS experience preferred.
  • HVAC journeyman desired.
  • 7-10 years journeyman+ in large facilities.
  • First-Class Maryland Engineer License or DC Third Class License per CBA; CFC Universal Certification.
  • Proficient in Word/Outlook/Excel.

Responsibilities

  • Supervise staff and direct subcontractors, ensuring standards, codes, safety compliance, and deadlines.
  • Provide technical guidance to engineering/electrical staff and oversee day-to-day activities.
  • Develop repair practices, oversee preventive maintenance, and manage vendor relationships.
  • Coordinate tasks with clients, EMCOR personnel, and engineers/project managers.
  • Proactively suggest energy efficiency improvements and cost containment strategies.
  • Provide QA/QC and final punch lists with FDIC personnel.
  • Maintain organized records and provide status reports on projects.

Job Summary

EMCOR Government Services has an opening for a Chief Engineer in Arlington, VA. The Chief Engineer shall assist the Project Manager in overseeing operations, maintenance and repair of building systems/equipment at FDIC Virginia. This position is covered by the CBA for Local 99.

Essential Duties & Responsibilities
  • Supervise a staff of employees and direct subcontractors as needed. This includes ensuring that all work is performed to the appropriate standards and codes, and that all safety and security requirements are followed. Must ensure deadlines are met and staff is productive.
  • Responsible for supervision and technical guidance to the trades/engineering/electrical staff.
  • Interviews and recommend qualified personnel for open positions.
  • Provide technical guidance and oversee day-to-day activities of the engineering and electrical team.
  • Develop effective repair practices which include determining the appropriate tooling, parts and procedures to be used.
  • Oversee the preventive maintenance program, ensuring that manufacturer and customers’ requirements are met.
  • Ensure staff members follow general accepted professional practices, including but not limited to – administrative procedures, company policies, CBAs, customer relations and engineering protocol.
  • Responsible for overall direction, coordination and evaluation of the engineering and electrical staff.
  • Address complaints and resolve problems that arise, with a creative and solution-oriented approach.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to carry out instructions furnished in written, oral or diagram form.
  • Ability to lead, coach, and professionally develop others.
  • Responds to special taskings from the Project Manager.
  • Install, operate, maintain, inspect, adjust and repair building equipment such as chillers, air handlers, cooling towers, fans, pumps, motors, drives, filters, plumbing fixtures, induction units, VAV boxes, building control systems, lighting control systems, fire alarm and fire suppression systems, dampers, meters, gauges, actuators, and related equipment.
  • Use and interpret blueprints, drawings, manuals, schematics, or other specifications to plan work on and/or troubleshoot building systems and components.
  • Troubleshoot faults or problems in equipment and distribution systems using test equipment and guide others in doing so.
  • Determine materials needed for jobs and be responsible for the purchase of materials and supplies. Responsible for maintaining an adequate stock of supplies that are used routinely or are critical for building operation.
  • Develop labor and material cost estimates for projects where in-house personnel are used for IDIQ work.
  • Develop cost estimates for reimbursable work.
  • Performs asset/equipment inspections and recommends improvements per industry standards.
  • Support capital improvement projects (including those executed by other contractors) using technical expertise and experience, to include providing review and comments during planning and design development. Help develop and implement site-specific safety programs.
  • Plan, schedule and coordinate tasks, including maintenance, repairs and new work. This can include working with clients, EMCOR personnel and third-party professionals including engineers, architects, and project managers.
  • Proactively suggest opportunities for improving energy efficiency, cost containment, and delivery of services.
  • Provide QA/QC of maintenance, repairs, and project work and perform final punch lists with FDIC personnel.
  • Provide professional, courteous customer service and communications to all FDIC personnel and building occupants.
  • Provide status reports on projects as required.
  • Maintain files and record copies of drawings, operating manuals, warranties, logs, and other pertinent information in an organized and retrievable manner.
  • Meet monthly with BAS contractor and discuss energy reports, BAS reports and equipment status.
  • Propose operational changes to improve efficient use of the facilities equipment.
  • Must be proficient in using technology including Microsoft products and CMMS.
  • Must be willing and able to work overtime and be on site at odd hours
  • All other duties as assigned.
Qualifications
  • Must have a high school diploma or GED and at least five (5) years of experience as a supervisor/foreman of building maintenance technicians in a commercial, institutional and/or Government building environment.
  • Proficient knowledge of building control systems (analog and digital) as they apply to building automation and control is required.
  • Boland Trane BAS/EMS experience preferred.
  • HVAC journeyman desired
  • Must have 7-10 years of journeyman or better experience in large commercial, institutional and/or Government buildings.
  • Advanced knowledge of chillers, fans, pumps, controls, and related HVAC building systems and components is required.
  • Per CBA, must have a First-Class Maryland Engineer License or DC Third Class License, and CFC Universal Certification.
  • Must be proficient in Microsoft Word, Outlook and Excel.
Physical Demands

Position requires a significant amount of walking, bending, kneeling and lifting a minimum of 50lbs.
