Job summary

Loudoun County is seeking a Chief Electrical Inspector to lead the Electrical Section within the Department of Building and Development in Leesburg, VA. Qualifications

• Bachelor's degree in Engineering, Management, or related field.
• Two years of related work experience with one year of supervisory experience.
• Must obtain and maintain state certifications as Residential and Commercial Electrical Inspector and Electrical Plans Examiner within 6 months of hire.
• Equivalent combination of education and experience.

Responsibilities

• Manages daily operation of inspections for the 15-member electrical section; oversees technical and administrative aspects of the Electrical Section.
• Coordinates and facilitates inspection meetings with contractors, design professionals, owners/applicants, and third party agencies to resolve issues.
• Provides technical training on new construction techniques and on current codes and ordinances.
• Provides code expertise and consultation to staff, contractors, engineers, architects, owners/applicants, attorneys.
• Responds to customer service inquiries related to the electrical provisions of the Virginia Uniform Statewide Building Code.
• Supports the Building Official in budget, training schedules, and special projects related to Virginia USBC administration.
• Manages staff performance, conducts appraisals, ensures training and certifications are current; communicates challenges with staffing/workload.
• Shares responsibility with Building Official for training, plans review workflow coordination.
• Supports Permit Issuance Division counter staff.
• Assists Program Administrators on FOIA and LEx requests.

The Loudoun County, Virginia Department of Building and Development (Department) is seeking a management professional with an extensive background in electrical systems to fill the position of Chief Electrical Inspector.

The Chief Electrical Inspector’ position is a critical position within the Code Enforcement Division, in the Department of Building and Development. It requires an individual with a blend of managerial, leadership and technical skills, unique to the Code Enforcement Division’s mission of protecting the public through administration of the USBC, through solution oriented plan review and inspection. The successful candidate will have to learn a wide variety of procedures, skills, and methods of operation, which are critical to customer service, overall service delivery and public safety.

The duties and responsibilities of this position include:

• Manages the daily operation of inspections for the 15-member electrical section; oversees the technical and administrative aspects of the Electrical Section. Supports 2 Field Supervisors in the leadership and management of.
• Coordinates and facilitates special inspection, pre-construction, and complaint resolution meetings with contractors, registered design professionals, owner/applicants, and third party agencies with functional design or inspection responsibility to ensure that the technical complexity of issues is relayed in a clear and concise manner to all parties involved so that resolution of all issues can be accomplished in a professional manner.
• Provides technical and complex training about new techniques in construction and materials and about new or complex statutes, codes, and ordinances.
• Provides technical code expertise and consultation to staff, contractors, engineers, architects, owners/applicants, attorneys.
• Responds to customer service inquiries related to the electrical provisions of the Virginia Uniform Statewide Building Code.
• Provides support to Building Official in performing administrative tasks as assigned, such as: budget, training schedules, and special projects that relate to the administration of the Virginia USBC.
• Manages staff performance in accordance with County and Human Resources (HR) policies; provides regular feedback; completes appraisals of performance; ensures staff adhere to all applicable policies and procedures of the Department and of the County; ensures staff is trained and certifications are current; and updates supervisor of challenges with staffing, workload, or performance.
• Shares responsibility with the Building Official for training, technical support and plans review workflow coordination.
• Supports the Permit Issuance Division counter staff.
• Assists Program Administrators on FOIA and LEx requests.

The ideal candidate will be organized, team oriented, exhibit a high level of self-motivation, interpersonal skills, including establishing and maintaining relationships with fellow employees, County officials, contractors, and the public and integrity. The ideal candidate can solve problems and resolve conflicts with minimal supervision and will have a working knowledge of policies and regulations (local, state and federal) surrounding building code regulations. Bachelor's degree in Engineering, Management, or related field; two (2) years of related work experience with one (1) year of supervisory experience; or equivalent combination of education and experience.

Employment is contingent upon successful completion criminal and DMV background checks.

This position will serve as a Subject Matter Expert (SME) representing the County and Department across external working groups, professional organizations, and regional committees to align strategic goals and advance industry best practices.

Must obtain and maintain state certifications as a Residential and Commercial Electrical Inspector and Electrical Plans Examiner within 6 months of hire. Complete County supervisory training within one (1) year of hire.
