State of Minnesota seeks a Chief Data Officer to lead statewide data strategy, governance, and ethical data use. As MDST lead, you will shape policy, oversee cross-agency collaboration, and ensure privacy and compliance while guiding executive leaders through complex issues.

You will build legal frameworks and technical infrastructure for secure data sharing, align with federal/state law, and drive improvements in public service outcomes.

Qualifications

• Six+ years in governance structures, data sharing, or multi-stakeholder policy/tech programs.
• Senior-level leadership experience guiding cross-agency or multi-organizational work.
• Strong interpretation of statutes and policy with practical guidance.

• Provide executive leadership for statewide data governance and privacy priorities.
• Set strategic and legal direction for the data strategy team and cross-agency collaboration.
• Advise senior leaders on governance, data sharing, and ethics with risk-aware decisions.
• Serve as escalation point for complex legal issues affecting enterprise data.
• Establish enterprise data strategy aligned with best practices, policy and law.
• Build legal frameworks and technical infra for secure, privacy-protective data sharing.
• Advance workforce capability to access and use data to improve services.
