Jobbeschreibung

Empowering communities through accessible, inclusive, and compassionate care, this is the work we do every day.

At Jane Pauley Community Health Center, every role is connected to something bigger. As a Federally Qualified Health Center (FQHC), we deliver integrated, whole-person care to individuals and families across Indiana, regardless of income or insurance status.

Our teams work at the intersection of clinical excellence and community impact, supporting underserved populations while building a culture rooted in collaboration, respect, and growth. Here, you are not just joining a workplace, you are becoming part of a mission that truly matters.

Chief Compliance Officer & General Counsel will protect the organization's HRSA designation, 340B eligibility, FTCA deemed status, and tax-exempt standing while enabling continued strategic growth across primary care, dental, optometry, behavioral health, substance use treatment, and school-based service lines. This is a high-visibility role requiring equal fluency in healthcare regulatory compliance and day-to-day legal practice, and it is best suited to a leader who can move seamlessly between strategic advisory work with the Board, CEO. and Executive Leadership Team. Position reports to the Chief Executive Officer, with a dual reporting relationship to the Board of Directors (Compliance Committee) on compliance matters, including direct, unfiltered access to the Board for reporting material compliance risks.

Location

Hybrid; Indianapolis, IN (Headquarters), with regional oversight across Howard, Johnson, Hancock, Shelby, Madison, and Grant counties. Expect periodic travel (estimated 15-25%) to counties sites across Kokomo, Greenwood, Greenfield, Shelbyville, Alexandria, and Marion for audits, training, board engagement, and site oversight. Occasional evening/weekend availability required for board meetings or urgent compliance matters.

Key Responsibilities
  • Serve as the organization's designated Compliance Officer under HRSA requirements and as its principal internal legal counsel, representing both functions in executive leadership discussions and Board meetings.
  • Develop, implement, and continuously improve an enterprise-wide compliance program — including a written compliance plan, code of conduct, policies and procedures, training curriculum, and an effective, confidential reporting mechanism (e.g., compliance hotline) covering all affiliated entities.
  • Advise executive leadership and the Board on legal, regulatory, and risk matters affecting a $100M+, 500+-employee organization, translating complex regulatory requirements into practical operational guidance.
  • Monitor evolving federal, state, and local healthcare law affecting FQHC operations, licensure, and multi-site expansion, and proactively update policies and training in response.
  • Lead investigations, internal and external audits, and corrective action plans related to compliance concerns, ensuring findings are remediated and documented to withstand regulatory scrutiny.
  • Maintain the organization's compliance risk assessment and annual work plan, prioritizing effort based on regulatory exposure and organizational risk.
Compliance-Specific Duties
  • Ensure ongoing compliance with HRSA Health Center Program requirements, including scope of project, governance, and Form 5A/5B/5C filings.
  • Oversee 340B Drug Pricing Program compliance for JPCHC Pharmacy, LLC, including contract pharmacy arrangements, split-billing software oversight, and HRSA/OPA audit readiness.
  • Manage Medicaid and Medicare billing compliance, including coding, documentation, and sliding fee scale adherence across medical, dental, optometry, and behavioral health service lines.
  • Maintain Federal Tort Claims Act (FTCA) deeming requirements, including risk management plan compliance and credentialing standards.
  • Direct accurate and timely Uniform Data System (UDS) reporting.
  • Oversee compliance for Turning Point System of Care's 12-bed ASAM addiction treatment unit, including 42 CFR Part 2 confidentiality requirements and state substance use disorder licensure.
  • Ensure compliance with school-based behavioral health programs operating within Warren township and Lawrence township schools and beyond, including FERPA coordination and consent requirements.
  • Monitor real estate and facilities compliance for JPCHC Real Estate, LLC, including lease structures and HRSA capital asset requirements and change-in-scope requirements, fair market value documentation.
  • Oversee charitable compliance, grant stewardship, and IRS Form 990 obligations for the Jane Pauley Foundation and Turning Point's 501(c)(3) status, including donor restriction tracking and unrelated business income considerations.
  • Maintain HIPAA privacy and security compliance across all entities and service lines, including breach risk assessments, business associate agreement management, and workforce training.
Legal Counsel Duties
  • Draft, review, and negotiate contracts, including vendor agreements, payer contracts, leases, employment agreements, and affiliation agreements across all affiliated entities.
  • Maintain corporate governance documentation (bylaws, board minutes, resolutions, conflict-of-interest disclosures) for Jane Pauley Community Health Center, Inc and each subsidiary/affiliate.
  • Identify, assess, and mitigate organizational legal and operational risk, including employment, malpractice, cybersecurity, and corporate liability exposure.
  • Manage litigation, claims, and disputes in coordination with outside counsel and insurance carriers, including oversight of discovery obligations and settlement strategy.
  • Serve as primary liaison to outside counsel on specialized matters (real estate, tax-exempt law, labor relations, licensing), managing outside counsel budgets and work product quality.
  • Advise on mergers, affiliations, and structural changes involving the organization's multi-entity corporate family, including due diligence and integration planning.
  • Partner with Human Resources on employment-related legal matters, including policy review, workplace investigations, and reduction-in-force or restructuring guidance when applicable.
Supervisory Responsibilities

Oversee the Compliance Department, including compliance analysts/auditors, and provides functional guidance to privacy, risk management, and legal support staff. Indirect oversight of liaisons embedded within the organization.

Required Qualifications
  • Juris Doctor (JD) from an accredited law school and active bar license in good standing (IN bar required, or ability to obtain promptly through reciprocity/waiver).
  • Minimum 5-7 years of healthcare legal and/or compliance experience, including at least 5 years in a leadership compliance role.
  • Demonstrated expertise in FQHC, HRSA, 340B, and federal/state healthcare regulatory frameworks.
  • Strong knowledge of Medicaid/Medicare billing, HIPAA, and corporate governance for multi-entity organizations.
Preferred Qualifications
  • Certified in Healthcare Compliance (CHC) credential.
  • Experience with behavioral health, substance use treatment licensure (42 CFR Part 2), or school-based health programs.
  • Prior experience advising nonprofit boards and tax-exempt subsidiaries.
