Job summary

Port Houston is seeking a skilled professional to support Channel Infrastructure Operations, providing technical and analytical business support for short- and long-range planning. The role coordinates with USACE, US Coast Guard, and industry partners to ensure maintenance dredging projects meet schedules and budgets, leveraging ESRI ArcGIS Pro and CAD data.

The position requires 3–5 years of project management experience, a Civil/Coastal Engineering-related degree, and proficiency with GIS.

Qualifications

  • Bachelor's degree required in Civil or Coastal Engineering, Engineering Technology, Construction Management, or related field.
  • Minimum 3–5 years of related professional project management experience preferred.
  • Experience in dredging and hydrographic surveying is required; GIS ArcGIS Pro and CAD experience required.

Responsibilities

  • Manage dredging program for Port Houston by identifying areas for dredging, creating plans and specifications, and monitoring activities until closeout.
  • Coordinate with USACE, US Coast Guard, Houston Pilots, and other agencies to support Port Houston projects.

Position Summary

Assists Channel Infrastructure Operations and senior management representatives to provide technical and analytical business support, channel maintenance short- and long-range planning, and coordinates projects to further maintain the Houston Ship Channel and Port Houston berth areas. Works with the United States Army Corps of Engineers, United States Coast Guard, Houston Pilots, and other agencies and groups to ensure support to Port Houston project tasks. Manages Port Houston maintenance dredging activities and placement area management. Requires specific skills in Geographic Information Systems (GIS) ESRI ArcGIS Pro application.

Key Responsibilities/Duties
  • Manage dredging program for Port Houston by identifying areas for dredging, create plans and specifications and monitor project activities until final closeout
  • Manage Disposal Area Management Program scope, cost and schedule
  • Support the coordination for obtaining and maintaining sediment sampling reports for maintenance dredged material placement
  • Execute and manage USACE Real Estate applications, cost, and schedule for maintenance dredge material placement and agreements for Port Houston and industry dredging projects
  • Manage dredge material discharge monitoring for both Port Houston and coordinated industry maintenance dredging projects to public federal dredge material placement areas
  • Manage external engineering consultants in development of scopes of work, support of maintenance dredging of Port Houston berths, and DMPA maintenance
  • Supports hydrographic survey data processing, creation and distribution of bathymetry maps and cross sections to internal and external stakeholders
  • Supports hydrographic survey data entry to sedimentation modeling and GIS-based shoal monitoring dashboards
  • Perform data entry and mapping tasks (input and tracking of surveys, dredged material management planning efforts, geotechnical borings, historical dredging) using ESRI Desktop tools.
  • Read, understand, and interpret design drawings including as-builts or CAD drawings and other related information as necessary to translate data into Port Authority’s GIS system
  • Digitizing and geo-referencing data to aid in the location, placement, and creation of features (drawing images to their location in the real-world using GIS Aerial Imagery and other GIS Data Layers).
  • Coordinates meetings with Port Terminal Operations for hydrographic survey updates, maintenance dredging updates for ongoing and upcoming projects, and draft restriction preventative measures (e.g., dragging, bed-leveling, etc.)
  • Coordinate with outside agencies, United States Army Corps of Engineers, United States Coast Guard, Houston Pilots, industry and other agencies, to ensure their support of Port Houston with Port Houston projects tasks
  • Facilitate the resolution of contractual claims and disputes
  • Review invoices prior to approval and verify expenses
  • Lead briefings and prepare written reports regarding assigned maintenance projects; give presentations to organizations regarding dredging and environmental beneficial use projects
  • Manage FEMA claims where dredging is involved; provide recommendations and backup information
  • Audit and manage financial aspects of contracts including invoices, fee payments, income and expense, and maintain good relationships with contractors and consultants
  • Manage document controls for maintenance dredging projects and dredge material placement permits, including documentation monitoring and quality review for proper storage and retrieval with MS Share Point
  • Support development of analytic business cases for new opportunities
  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform other duties as required
Education/Experience
  • Bachelor’s degree in Civil or Coastal Engineering, Engineering Technology, Construction Management, or related major in a public or accredited private academic institution required
  • Minimum 3-5 years of related professional project management experience preferred
  • Experience in dredging (design or contractor-based) and hydrographic surveying required
  • Experience in GIS ESRI ArcGIS Pro application and Computer Aided Drafting (CAD) required
License/Certification
  • Engineer-in-Training (EIT) certification preferred
  • Texas Professional Engineer (PE) preferred
  • Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment
