Job description

Chief Financial Officer
Position: Chief Financial Officer
Industry: Tribal Government / Multi-Entity Finance (Required)
Schedule: M-F, Full-time, Onsite
Location: Colusa, CA
Compensation: Depends on Experience (not published)
NOW CFO is partnering with Colusa Indian Community Council to find its next Chief Financial Officer. Reporting to the Executive Committee, you'll lead all financial activities for the Tribal government and its enterprises — from financial reporting, budgeting, and the annual audit to forecasting, investments, and long-range growth planning — and give leadership the clear, candid counsel they need to make confident decisions.
We're looking for a seasoned finance leader with deep experience in Tribal government. You'll be comfortable managing a blend of IHS and grant funding alongside enterprise operations in gaming, retail, fuel, agriculture, and cannabis, and familiar with structures like Section 17 corporations, 8(a) contracting, and SSBCI funding. Just as important, you'll bring the judgment to advise strongly while respecting that Tribal Council weighs community priorities alongside financial return. Ultimately, you'll steady the Finance Department after a period of interim coverage, develop your Controller and Grants Administrator, and be a trusted partner to Council and a large team of department directors.

Responsibilities
  • Direct and oversee all financial activities of the Tribal government and its departments and entities.
  • Direct the preparation of all financial reports, including income statements, balance sheets, reports to Council, tax returns, and regulatory agency reports.
  • Ensure effective internal controls and compliance with GAAP, GASB, and applicable federal, state, local, and Tribal laws and regulations.
  • Oversee budget preparation and meet regularly with department heads to stay informed and offer direction.
  • Lead the annual external financial audits.
  • Analyze actual results against projections and budgets, and recommend ways to strengthen the planning process.
  • Review operations to identify opportunities and areas that may need to be reorganized, downsized, or eliminated.
  • Confer with the Executive Committee and department and enterprise leaders to coordinate and prioritize planning.
  • Study long-range economic trends and project growth opportunities, including acquisitions and expansion, along with related capital, facility, and workforce needs.
  • Supervise the investment of funds and work with banks and investment bankers to raise capital for expansion as needed.
  • Negotiate agreements with contracted providers to achieve the best financial outcome for the Tribe.
  • Serve as staff to the Board of the Economic Development Corporation.
  • Oversee and develop the Tribal Controller and Grants Administrator, and work with the in-house payroll unit.
  • Maintain strict confidentiality in all financial matters.
Requirements
  • Bachelor's degree in Accounting, Finance, or Business
  • Eight or more years of progressive experience in a comparable senior finance position
  • Four or more years of comparable experience with a Native American government entity
  • Valid California driver's license
  • CPA and/or MBA (preferred)
  • Experience with IHS funding, government/public grants, and grant spend-down processes
  • Comfort managing multiple entities, jurisdictions, and funding sources, including Tribal enterprises
  • Working knowledge of Section 17 corporations, 8(a) contracting, and SSBCI funding (preferred)
  • Experience with MIP Fund Accounting (preferred)
  • Strong understanding of cost accounting, budgeting, forecasting, and internal controls
  • Proven ability to present financial information clearly to elected leaders, boards, and non-finance decision-makers
  • Experience leading and developing accounting and finance managers
