Certified Strength and Conditioning Coach (CSCS) – HPO – JB Langley‑Eustis AFB

Reef Systems in Hampton, VA is seeking a fully qualified Certified Strength and Conditioning Coach (CSCS) to support the Human Performance Optimization (HPO) mission.

Introduction

The Human Performance Optimization (HPO) mission is to build and implement a holistic human performance approach to address the increased stresses on operators and aircrew members. The mission is accomplished by increasing physical and mental capacity over career, decreasing rates of physical and mental injuries, and accelerating return‑to‑duty times, ultimately preparing, preserving, sustaining, and multiplying combat power.

Background

The Tactical Air Control Party (TACP), Guardian Angel (GA), HH‑60, HC‑130J, and Army Weather Service (AWS) HPO initiative has highlighted the need to preserve current combat capability by identifying specific job specialties outlined in this Task Order. These specialties improve readiness for operators, aircrew, and support personnel by decreasing injury rates and accelerating return‑to‑duty times. AWS has identified one specific sub‑specialty position for support as a Physical Therapist.

Mandatory Qualifications
  • 5+ years of full‑time experience as a Strength & Conditioning Specialist in collegiate, professional, or tactical athletics; aerospace industry; test pilot/astronaut; or similar high‑performance man‑machine environments.
  • Master’s degree or higher in Human Performance, Kinesiology, Exercise Science, or a related field.
  • National Strength and Conditioning Association Certified Strength and Conditioning Specialist (CSCS) or Collegiate Strength and Conditioning Association (CSCCa) certification.
  • Certified Strength and Conditioning Coach in a certified environment (SCCC).
  • Current CPR and AED training.
Schedule

Monday–Friday, 8 hours per day. Contractor may be required to work after duty hours in support of specific tasks. Schedule must remain within a 40‑hour per week maximum.

HPO Task – CSCS

The Contractor shall establish and administer effective strength and conditioning protocols, focusing on full integration of human performance capabilities to maximize and enhance duty performance and physical fitness of AFSPECWAR operators, GA, HH‑60, and HC‑130J aircrew. The Strength and Conditioning Coach shall screen, optimize human performance, and prevent injuries while delivering injury prevention, strength, and conditioning services essential to the mission.

Responsibilities
  • Complete all unit/government in‑processing requirements and computer‑based training as required by the Department of Defense, Air Force, newcomer’s orientation, and other job‑specific trainings, including simulations and practical assessments.
  • Participate in specific operator training activities to better understand SOP performance and injury prevention.
  • Coordinate individualized exercise programs to ensure safe and expeditious return to training for individuals recovering from injury.
  • Design and implement physical training programs that ensure proper functional movement, energy system development, strength training, and power development.
  • Understand operator scheduling issues and training/deployment cycles to design and monitor programs for personnel who are TDY or deployed.
  • Perform routine performance testing, including Occupational Specific Physical Fitness Assessments (OSPFA) and other required assessments.
  • Provide instruction and guidance on physical conditioning and injury prevention.
  • Collaborate with interdisciplinary team members to ensure holistic human performance optimization.
  • Assist with management of physical conditioning supply inventories; provide input to the organization regarding supply needs and optimal equipment.
  • Ensure equipment and facilities are properly organized, utilized, inspected, and in safe working condition per manufacturer specifications. Report any unserviceable equipment to supervisor.
  • Maintain routine fitness reports for the appointed commander or representative; collaborate with operators’ medical support staff to resolve issues outside their scope.
  • Refer all personnel under the coach’s purview with an apparent new or undiagnosed medical condition to medical attention for evaluation and treatment.
  • Understand the unit’s mission and operator physical requirements, and how strength and conditioning impact mission accomplishments.
  • Attend weekly staff meetings with squadron commander to review and evaluate physical training programs and identify improvement opportunities.
  • Prepare and submit data to a comprehensive Monthly Staff Report (MSR) that informs squadron leadership and the COR about physical and mental readiness issues.
  • Perform administrative duties such as maintaining workload records; document patient encounters using mandated government systems as required.
  • Advise the Government on human performance facility layout; assist in developing facility standard operating procedures, guidelines, and exercise protocols, including safe use of equipment.
  • Demonstrate all prescribed exercises and techniques; be physically proficient to hike over rough terrain, function in austere environments, and lift/manipulate loads and plates up to 55 pounds.
  • Complete in‑processing assessment for all newly assigned personnel.
  • Provide Human Performance Measures of Effectiveness (MOE) trend metric reports covering training availability, recommendation status, utilization, evaluation, access to care, and pillars of performance.
Period of Performance

Contract will run for five years.

Employee must be a U.S. citizen; a permanent resident card (“Green Card”) does not equate to U.S. citizenship.

Security

All contractor personnel require a minimum Tier 1 background check (T1/SF85) for any position involving internet access, automated information systems, or unescorted entry into restricted or controlled areas. This requirement follows DoDM 5200.02_AFMAN 16‑1405 and is a position of trust. Contractor shall be responsible for all required documentation for security certification.
