Central Asia Administrative and Finance Manager

    The Central Asia Administrative and Finance Manager will be responsible for overseeing all finance, administration, and operational functions for SFCG in Central Asia, with a view to ensure compliance with SFCG and donor regulations. S/he will have a dual reporting to the Country Director in Kyrgyzstan and the Country Director in Uzbekistan. He/she will supervise finance assistants and officers, admin and People and Culture officers, grants officers, oversee budget planning and management and the general cash management of Kyrgyzstan and Uzbekistan offices, ensure the timely request and reconciliation of advances, prepare monthly financial reporting, and provide technical support in financial management to partner organizations. The duty station will be Bishkek, Kyrgyzstan.


    Key Duties and Responsibilities:
    • Efficient Financial Management:
    • Ensure efficient and effective oversight of all funds;
    Financial Systems and Procedures:
    • Manage financial systems and procedures, emphasizing accuracy and compliance with regulatory requirements;
    Sub-grants and Contracts Management:
    • Manage sub-grants and contracts in accordance with internal and donor regulations;
    Project Budget Development:
    • Collaborate with CDs and Business Development team to develop project proposal budgets, including activity-based cost calculations; share budget with relevant authority for review and approval;
    Operational Budget for SFCG Central Asian Offices:
    • Act as focal point for CA offices on VENA and create, update and validate the operational budget for the entire SFCG Central Asia offices;
    Compliance with Kyrgyzstan, Uzbekistan and Tajikistan Legislation and organizational policies and procedures:
    • Ensure that all operations of SFCG in Kyrgyzstan/Uzbekistan/Tajikistan are in strict compliance with national legislations, SFCG and donors policies and procedures;
    • Ensure the submission of Monthly Field Financial Reports and balance sheet schedules to SFCG-HQ;Prepare donor financial reports;
    • Act as focal person on grant liquidity for the grants under implementation in country office, and in coordination with Regional Controller ensures that all grants are liquid and have sufficient funds available for project activities;
    • Conduct BVA meetings with the Finance and Program teams, ensure that expenditures are in line with plan, charged to appropriate budget lines and are in compliance with applicable regulations.
    • Review and update Project Management Tool;
    • Review Revenue forecast periodically;
    • Act as a focal person on Audit conducted locally and provide information needed by HQ for global audits;Coordinate with donors locally on finance matters whenever needed;Monitor cash flow in collaboration with the CDs;
    • Keep leadership informed about significant operational variances from budget or other financial issues. Supervises the preparation of cash flow and cash transfer requests and ensures that appropriate balances are maintained to facilitate smooth program implementation;
    • Supervise bank relations and bank account activities including transfers, fees, interest and currency exchange rates. In compliance with organization policies, establish country policies regarding cash holding limits, cash movements and fund management. Oversee the timely preparation, review and approval of all monthly bank accounts and cash reconciliations;
    • Contribute to the implementation/achievement of Annual Objective Key Results for country offices Provide training to finance and non-finance staff on donor compliance, budgeting, and SFCG financial procedures;
    • Ensure an adequate and compliant filing system for all financial records, including timely electronic archiving of supporting documentation;
    • Ensure implementation of all procurement and tender procedures, and its’ compliance with Donor and SFCG policies;
    • Ensure compliance with the administrative requirements of SFCG in the CA offices;
    • Oversee management and evaluation of vendors/framework agreements;
    • Oversee inventory management of CA offices.
    Team Management:
    • Supervise administrative and finance team members and foster a positive and productive work environment;
    • Regularly work with finance team members and support them to identify capacity development needs and address them;
    • Oversee that finance team members timely complete monthly close processes and reporting;
    • Report to the Country Directors for Kyrgyzstan and Uzbekistan, and work closely with the Asia Regional Controller.

    Education and Experience:
    • Bachelor’s degree in accounting, economics or business administration;
    • 5+ years working for international NGO or similar in Finance and Administration management capacity, including regular interaction with an internationally-based HQ finance department;
    • Fluency in oral and written English;
    • Demonstrated capacity to develop and manage budgets;
    • Experience with managing Human Resource issues in at least one of Central Asian countries;Strong knowledge of compliance regulations for UK, European, and United States donors;
    • Solid experience with budgeting and reporting to international donors;
    • Have a good grasp of mathematics and be able to perform complex calculations around payments and financial operations with excellent knowledge of Microsoft Excel and accounting software;
    • Capacity to negotiate with partners and to make decisions affecting those partnerships;
    • Strong leadership and management skills;
    • Possess strong oral and written communication skills and be able to establish and maintain good relationships with colleagues and partners;
    • Ability to work independently and develop systems and procedures.
