Position Overview

The Division of Developmental Disabilities seeks to hire a Center Director for the Murray Developmental Center located in Centralia, Illinois. The ideal candidate will support the values and vision of the agency, advocate for individuals with developmental disabilities, and enable growth. The incumbent will direct, review, and enforce standards of individual care, treatment, and training in accordance with Illinois and federal laws, DHS policies, regulations, local facility policies, accreditation standards, and other relevant agencies.

Essential Functions
  • Serve as Center Director for the Murray Developmental Center, providing overall direction, review, and enforcement of standards of individual habilitation in accordance with departmental policies and procedures, directives, center policies and procedures, IDPH, federal CMS, and other relevant standards.
  • Direct the preparation of periodic and special studies to evaluate existing policies and procedures within the Center.
  • Work cooperatively with the Southern Developmental Disabilities Network Facilitator.
  • Serve as full-line supervisor.
  • Coordinate the admission, discharge, and transfer—including post‑discharge follow‑up services—of persons served.
  • Encourage community participation in Center programs to verify public understanding of developmental disabilities, and coordinate with professional organizations to raise professional standards in treatment, prevention, training, and research by speaking before various groups.
  • Perform other duties as assigned or required, reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Four (4) years of progressively responsible administrative experience in a social or human services organization, preferably within a mental health or developmental disabilities organization.
Preferred Qualifications
  • Five (5) years of professional experience organizing, administering, and evaluating ongoing services in a multi‑disciplinary operation.
  • Five (5) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders, including computer use.
  • Five (5) years of professional supervisory experience assigning work, providing guidance, recommending counseling and discipline under collective bargaining agreements, training staff, preparing and signing performance evaluations, and approving time off.
  • Five (5) years of professional experience developing and interpreting policies and procedures for a public or private organization.
  • Five (5) years of professional experience working with federal and state standards and regulations relative to residential care and treatment programs.
  • Five (5) years of professional experience developing strategic plans, long‑ and short‑term goals for a residential treatment program.
  • Five (5) years of professional experience interpreting, recommending, designing, and implementing staffing plans for a public or private organization.
  • Master’s degree from an accredited college or university with a specialization in clinical social work, psychology, medicine, hospital administration, or a closely related field.
Conditions of Employment
  • Ability to work on call, after business hours, weekends, and holidays.
  • Ability to utilize office equipment, including personal computers.
  • Ability to travel in the performance of job duties, with overnight stays as appropriate.
  • Compliance with revolving door restrictions and ethics reporting requirements as outlined in the Illinois Governmental Ethics Act.
  • Ability to pass an Illinois Department of Human Services background check.
  • Ability to pass a drug screen for drugs prohibited from recreational use under Illinois law.

Work Hours

Monday–Friday, 8:30 am–5:00 pm, 1‑hour unpaid lunch.
