Job summary

Description of Job

This position provides fiscal oversight and reporting to the Budget Office, CDOC Clinical Management, Behavioral Health Administrators, and the Health Services Administrators (HSAs) of facilities. Position reviews and directs expenditures in accordance with procurement, personnel, and fiscal rules. Plays a key role in supporting clinical operations budget management and financial analysis related to healthcare consumables, durable goods, and vendor services.

Primary Job Duties

• Analyzes requisitions to determine appropriate procurement methods, interpreting and applying fiscal rules to avoid violations
• Provides review and approval of RQS and SRQ documents in the Colorado Operations Resource Engine (CORE) system
• Provides budget reports for operating and personal services allocations to management staff on a monthly, quarterly, and annual basis
• Develops and provides ad hoc reports as requested utilizing the CORE system. Analyzes resulting data, identifies trends, and develops projections for consideration by management in making discretionary spending decisions
• Provides oversight and daily management of the credit card program, by assisting stakeholders with the application process, recommending spending limits, providing training of cardholders in fiscal responsibilities, auditing cardholder transactions, and providing feedback to correct misunderstandings
• Facilitates appropriate access and use of financial tools and reporting systems among stakeholders
• Provides customer service to vendors and internal stakeholders, including timely processing of inmate banking transactions and Canteen orders as necessary for the position
• Other duties as assigned

Education

Graduation from an accredited college or university with a bachelor's degree in finance, business, business management, accounting, public administration, criminal justice or a closely related field of study. (You must submit a copy of your unofficial transcripts with your name, college name, degree and date conferred in order to receive credit.)

Experience

Two (2) years of full-time *professional experience* in auditing, accounting, budgeting, statistical research or comparable experience.

• Professional work experience: involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field and; continuously studied to explore, extend and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications, and methods.

Substitutions

Experience which provided the same kind, amount and level of knowledge acquired in the required education may substitute for the degree requirement on a year-for-year basis.

A master's or doctorate degree from an accredited college or university in the fields listed above may be substituted for the bachelor's degree and one year of the experience.
