Qualifications

• Demonstrated experience performing CDBG Compliance and Grants Specialist responsibilities in public-sector, regulated, enterprise, or comparable environments.
• Ability to produce complete, reviewable work products tied to requirements and acceptance criteria.
• Strong documentation, stakeholder coordination, risk awareness, confidentiality, and deadline discipline.
• Relevant licenses, certifications, clearances, insurance, or local delivery capacity when required by the solicitation.

Responsibilities

• Execute the CDBG Compliance and Grants Specialist scope for Sanford NC – Jackson Heights CDBG-NR - 21-C-4032: Maintain CDBG eligibility, labor, procurement, environmental, documentation, reporting, and reimbursement evidence.
• Prepare the role-specific compliance, inspection, test, or assurance plan with checkpoints, sampling, evidence, and pass/fail criteria.
• Review the applicable controls, submittals, configurations, records, and field or system results against the solicitation and approved baseline.
• Record defects, exceptions, severity, ownership, corrective actions, and due dates in a traceable findings register.
• Verify corrective actions through retest or reinspection and submit the signed acceptance recommendation with the complete evidence package.
• Trace assigned work to the RFP scope, requirement or RTM row, deliverable, dependency, acceptance criterion, schedule milestone, and supporting evidence.
• Review official solicitation materials and addenda affecting this workstream; document assumptions, open items, exclusions, risks, and required client decisions.
• Prepare role-specific technical inputs, work products, estimates, implementation details, quality records, and proposal or post-award delivery evidence.
• Coordinate interfaces and handoffs with project management, business analysis, technical, field, quality, compliance, training, and operations workstreams.
• Maintain status, issue, decision, change, and evidence records and escalates blockers before they affect submission or delivery readiness.
