Introduction

This is a contractual position with limited State of Maryland benefits. Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in financing affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing across 40 properties, amounting to $350 million in construction and permanent financing. Funding sources include state-appropriated funds, revenue bonds, federal low-income housing tax credits, and other federal funds.

Salary and Location

GRADE 17. Salary ranges from $31.16 to $36.23/hour, with potential up to $50.32 based on experience and qualifications. Initial offers are typically up to $36.23/hour.

Location: 7800 Harkins Road, Lanham, MD 20706, near the New Carrollton Metro stop.

Position Duties

The Energy Quality Assurance Inspector applies building science, diagnostic, and modeling methodologies to ensure effective residential retrofits. Responsibilities include reviewing and approving energy audits, scopes of work, inspecting completed units, and ensuring compliance. The role involves evaluating work by Weatherization Agencies and Contractors, site visits, data monitoring, and providing technical assistance. It may also include managing specialized programs and monitoring project progress, including approving requisitions during construction phases. Travel throughout Maryland is required.

Minimum Qualifications

Seven years of experience evaluating risks in loan or construction management, or a Bachelor's degree in related fields with three years of relevant experience. Military service may substitute for experience on a year-for-year basis.

Preferred Qualifications

Experience managing residential construction, energy efficiency in homes, financing or grant/loan processes, and proficiency with computers, databases, and energy modeling.

Selection Process

Applicants must provide detailed information demonstrating they meet minimum qualifications, including transcripts or certifications. Foreign credentials require evaluation. Successful candidates will be eligible for at least one year and must document eligibility to work in the U.S. The department is not sponsoring H-1B visas currently.

Benefits

Eligible contractual employees may receive health benefits, with the state subsidizing 75% of premiums. Additional insurance options are available at full cost. Leave accrual is based on hours worked, up to 40 hours per year.
