Job description

***This is a time limited grant funded position with an anticipated assignment period of 24 months and a set salary of $62,000 annually.***

LOCATION: Remote - must live in or adjacent to one of the following counties in Western North Carolina: Clay, Graham, Haywood, Jackson, Macon, or Swain. Incumbent in this role must be a resident of NC or live within 40 miles of the NC border. Travel is required for this position.

GENERAL STATEMENT OF JOB

The Crisis Counseling Assistance and Training Program (CCP) is a federally funded supplemental program administrated by the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) to fund mental health assistance and training activities in areas that have been declared a major disaster by the President of the United States. The mission of the CCP is to assist individuals and communities in recovering from the effects of disasters through the provision of community-based outreach and psycho-educational services. The CCP supports short-term interventions that involve assisting disaster survivors in understanding their current situation and reactions, mitigating stress, developing coping strategies, accessing sources of emotional support, and encouraging linkages with other individuals and agencies that help survivors in their recovery process.

The CCP Community Liaison/Resources Linkage Coordinator is responsible for connecting individuals and families in need to appropriate community resources and services. The incumbent provides intensive resource linkage for survivors struggling to access disaster relief assistance and provides training to crisis counselors and other service providers on referral sources and mechanisms. This role involves assessing client needs, researching available services, and providing referrals and follow-up support to ensure community members receive the assistance necessary to improve their overall well-being. The coordinator will work closely with local agencies, service providers, and community partners serving as a liaison between the CCP program and community members to develop and/ or identify a network of resources.

ESSENTIAL JOB FUNCTIONS

Resources Linkage Management:

  • Meet with community members to identify the needs of individuals and families.
  • Provide information and referrals to community-based programs and resources such as housing, healthcare, food assistance, mental health services, job training, and more.
  • Guide clients through the process of accessing needed services, ensuring that they understand eligibility requirements and application processes.
  • Develop and maintain relationships with local service providers, nonprofits, government agencies, and community organizations.
  • Follow up with community members to ensure they have accessed the resources and services they were referred to and provide additional support as needed.
  • Track community member progress, document interactions, and maintain accurate files.
  • Work with community members to resolve any barriers or challenges they face in accessing services.
  • Maintain accurate records of all referrals, resources provided, and outcomes.
  • Prepare and submit regular reports on referral activities, community member outcomes, and community resource availability.
  • Advocate on behalf of community members to ensure they have access to necessary services.
  • Conduct outreach to increase awareness of available community resources and programs.
  • Participate in community events, workshops, or informational sessions to promote resource availability.

Crisis Counselor Resource Training:

  • Provides training to Crisis Counselor on available resources throughout geographical region.

QUALIFICATIONS & EDUCATION REQUIREMENTS

High School Diploma or GED required. Associate degree in Human Services, business administration, emergency management or related fields preferred. Two years of direct experience in behavioral health, business management, and/ or grant management required.

Supplemental ongoing training as required.

PHYSICAL REQUIREMENTS

  • Close visual acuity to perform activities such as preparation and analysis of documents, viewing a computer terminal, and extensive reading.
  • Physical activity in this job includes crouching, reaching, walking, talking, hearing, and repetitive motion of hands, wrists, and fingers.
  • Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time.
  • Mental concentration is required in all aspects of work.

***In addition to the above, physical activity in this job includes ability to walk and stand for extended periods of time (up to six hours). Occasional evening or weekend hours may be required for outreach or community events.


RESIDENCY REQUIREMENT: The person in this position is required to reside in North Carolina or within 40 miles of the North Carolina border.

SALARY: Depending on qualifications & experience of candidate. This position is non-exempt and is eligible for overtime compensation.
