Job description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

  1. PURPOSE: The purpose of this JOB DESCRIPTION is to outline the responsibilities and requirements for the Catholic Religious Education (CRE) Coordinator to support the spiritual formation of the Maxwell AFB Catholic community. The position ensures the execution of a comprehensive religious education program in accordance with Air Force Chaplain Corps standards and the Catholic Archdiocese for the Military Services, USA (AMS).

  2. POSITION TITLE: Catholic Religious Education (CRE) Coordinator

  3. SCOPE OF RESPONSIBILITIES: The coordinator shall provide all personnel, labor, materials, and transportation to provide non-personal service in support of the Maxwell Chapel as the Catholic (CRE) Coordinator. The coordinator shall serve as the coordinator, teacher, facilitator, and organizer of the Catholic religious education program for ages 1 through adult. Consults with, coordinates with, and is directly involved with the Chaplain. The program is multi-faceted and requires a high degree of coordination and cooperation with military and civilian activities and authorities. The coordinator must demonstrate an understanding of the religiously pluralistic and sensitive arena of numerous faith group and denominational traditions. The coordinator accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for contract termination.

  4. WORK HOURS: The CRE coordinator will be required to work at least 20 hours a week. The position will be paid per unit. One unit is one calendar months duty with an average of at least 20 hours worked per week. This includes on Sundays from 0730-1230. The remaining 15 hours are office hours to be coordinated with the CRE Chaplain and include any CRE specific program hours, staff meetings, parish meetings, etc. as required. Certain seasons of the year require more hours. These seasons include but are not limited to Christmas, Vacation Bible School and Easter. Changes to the core hours must be coordinated through the CRE Chaplain and contracting officer and advertised to the community through the Chapel administrative office and accomplished via a modification prior to any changes taking place. Hours worked each week will be submitted through Wide Area Work Flow (WAWF) for payment on a monthly basis to the Contracting Officer Representative (COR) after all deliverables are completed.

  5. GENERAL RESPONSIBILITIES: The coordinator shall:

  1. 5.1. Submit to Criminal History Background Check and an Installation Records Check (IRC) as described in DODI 1402.5. Criminal History Background Checks on Individuals In Child Care Services. The coordinator will acquire all guidance required to complete the background check and IRC from the chapel administrative office upon contract awarding date.
  2. 5.2. Must adhere to the presiding chaplain’s endorsing religious organization’s requirements to honor the chaplain’s ecclesiastical commitments, consistent with DoD and Air Force policy.
  3. 5.3. Manage and supervise all CRE volunteers IAW DAFI 52-101, Chapter 5, ensuring compliance with background check and identification requirements. (see section 6.2 for detailed volunteer management responsibilities.)
  4. 5.4. Assist the Chaplain in planning, prioritizing, and other decision-making processes related to the CRE program and the guidelines set forth by the Air Force Chaplain Corps.
  5. 5.5. Dress in a professional and appropriate manner for events while providing services.
  6. 5.6. In close coordination with the Chaplain, develop and implement a quality comprehensive CRE program and Catholic formation for pre-school through adult.
  7. 5.7. Coordinate the scheduling and use of facilities for CRE special events in collaboration with the Chaplain (See Section 6.11 for detailed requirements).
  8. 5.8. Update the CRE slide weekly for chapel staff meetings to report on CRE operations, calendar updates, ongoing assignments, projects, and feedback from volunteers. This requirement may be waived by the COR if other contractual responsibilities cannot be met within the available hours. In such cases, the Catholic Priest shall be briefed to present the information on behalf of the coordinator.
  9. 5.9. Attend Parish Advisory Council (PAC) meetings, reporting on past CRE activities, coming events, budget concerns, and CRE support to the overall ministry.
  10. 5.10. Be able to communicate in fluent English.
  11. 5.11. Maintain and provide a current letter of good standing from the Archdiocese for the Military Services, USA (AMS), which verifies endorsement for conducting Catholic Religious Education.
  12. 5.12. Maintain familiarity with Catholic worship service practices. Foster positive relationships with the Chaplain, service members, volunteers, and PAC. Resolve conflicts at the lowest possible level, elevating issues to the Contracting Officer as needed.
SPECIFIC RESPONSIBILITIES
  1. 6.1. Coordinate and supervise CRE programs, sacraments, formation classes, Sunday School, weekly Bible Studies, Vacation Bible School, Children’s Christmas and Easter programs and other CRE activities/events.
  2. 6.2. Volunteer Coordination:
    1. 6.2.1. Recruit, train, and manage volunteers to form a vibrant and effective CRE team. Work with volunteer program manager to ensure all required volunteer requirements are met.
    2. 6.2.2. Ensure CRE volunteers who will work with children IAW DAFI52-101, Chapter 5 have been processed by the Volunteer Program Manager.
    3. 6.2.3. Serve as the primary CRE Line-of-Sight Supervisor for all events with children participating.
    4. 6.2.4. Maintain all volunteers’ identification badges who work with children and oversee proper display and use of childcare worker identification. Non-Specified Volunteers must sign in/out ID badges each time they volunteer.
    5. 6.2.5. The coordinator shall ensure all volunteer compliance records, including background checks and badge logs, are maintained and available for COR review upon request.
  3. 6.3. Recommend CRE curriculum for procurement at least three months prior to the start of the program. The curriculum must be consistent with the Catholic chapel community and the worship service’s mission and must be approved by the Chaplain.
  4. 6.3.1. Maintain inventory of approved CRE curriculum.
  5. 6.3.2. Maintain and refresh Catholic literature on literature racks inside Grace and Faith Chapels, ensuring content is current and aligns with Catholic doctrine.
  6. 6.4. Draft lesson plans in a Microsoft Office compatible program; submit lesson plans to the Chaplain one month in advance; provide lesson plans to CRE volunteers one week in advance.
  7. 6.5. May provide CRE through Virtual platforms when necessary.
  8. 6.6. Help coordinate and facilitate the annual Vacation Bible School (VBS). The coordinator shall be responsible for recruiting volunteers, registering children, and promoting VBS.
  9. 6.7. Assist the Catholic Parish Chaplain or sponsoring chaplain by providing information necessary for reporting in the Air Force Chaplain Corps Activity Reporting System (AFCCARS) or similar contexts as requested.
  10. 6.8. Identify necessary resources (e.g. texts, snacks, materials, equipment, etc.) to conduct CRE programs at all levels and submit through the Chaplain for consideration/approval. Upon approval of resources the coordinator shall be responsible for coordinating the acquisition of resources through the appropriate funding authority.
  11. 6.9. Assist in the development of the CRE budget no later than 15 May of each calendar year in coordination with the Chaplain; ensure execution and tracking of the approved budget.
  12. 6.10. Assist in the development, execution and tracking of a 12-month Calendar of CRE events matching the fiscal year (FY). Submit the upcoming FY CRE calendar to the Catholic Parish Facilitator or Chaplain by 1 June of each calendar year.
  13. 6.11. Submit a Facility Request Form to arrange for the use of facilities for all meetings, rehearsals, and programs in June of each year for the following Fiscal Year. Ensure all facilities are open for and properly secured and clean at the conclusion of each service or rehearsal if a Chaplain or Chaplain Assistant is not present. Coordinator will be responsible for any keys that are provided, and keys will not be duplicated. All keys will be returned on revocation of this contract or upon request of authorized personnel. Coordinator shall report lost or misplaced keys upon discovery of the occurrence.
  14. 6.11.1. Ensure the education space, classrooms are setup and equipped for all CRE programs and events, including but not limited to Sunday School; ensure the facilities are opened before the program starts and fully secured and clean after the program ends.
  15. 6.12. Publicize all CRE events; submit all information and publicity through the approving authority prior to announcement.
  16. 6.13. Draft and file after-action reports for all CRE programs and events, within 14 calendar days of each event, including Children’s Church, Christmas programs, Easter programs, and other major CRE events; submit reports electronically to the Chaplain.
  17. 6.14. Develop a plan for volunteer appreciation, in coordination with the Chaplain.
  18. 6.15. Coordinate with Catholic Director of Music Ministries during holiday seasons such as Christmas and Easter, to incorporate children and youth for worship specials, to include conducting additional rehearsals as necessary.
  19. 6.16. Ensure CTOF funds requests are completed and submitted IAW DAFI 52-105, AFMAN52-107 and local procedures.
