Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.�

Main Purpose of Job

A Compliance Supervisor is responsible for performing the same compliance duties at the Maryland Lottery licensed gaming facilities as the compliance representatives perform. Employees in this class are responsible for monitoring casino employees and vendors and ensuring that various aspects of the casino and sports wagering internal controls (ICS), COMAR, security and surveillance policies and procedures, and Responsible Gaming plans are adhered to; performing various licensing functions such as issuing emergency credentials and visitor’s badges, ensuring casino and sports wagering staff are properly credentialed, and any other request from the agency’s Licensing Division; meeting with patrons who may have a complaint concerning casino operations; enrolling patrons who request to be excluded from Maryland casinos, lottery and sports wagering facilities into the Voluntary Exclusion Program; coordination with IGT and MLGCA to ensure that VLTs are operating properly; fingerprinting of casino and sports wagering employment applicants; identifying violations of the casino’s IC’s, as well as COMAR and preparing written reports documenting those violations; investigation of criminal violations by patrons and preparing written reports documenting those violations; investigating internal theft and criminal violations by casino employees and preparing written reports documenting their findings; utilize the casino’s surveillance system; ensuring VLT terminals are functioning properly; observing table game openings/closings and operations to ensure gaming is being conducted within all policies and procedures; observing the VLT and table game money drops and counts to ensure all monies are properly handled and counted; monitoring the delivery and shipment of gaming equipment; and any other duties MLGCA may deem necessary.

In addition to the above described duties, the Compliance Supervisor is also responsible for creating the monthly schedules for their assigned unit; approving leave and ensuring that there is always adequate staffing; reviewing and approving timesheets in WorkDay; ensuring that the compliance personnel are completing their assigned duties; addressing issues that may arise between the compliance personnel and casino staff; observing job performance of the compliance personnel and preparing performance evaluations (PEP’s); taking disciplinary action to correct deficiencies when necessary; tracking and requesting supplies; reviewing/editing/approving reports submitted by compliance personnel; conducts investigations into ICS, Under Age, VEP and MEP violations and employee criminal misconduct, ensuring all supporting documentation and surveillance coverage is submitted in a timely manner; and any other duties assigned by the Deputy Director and/or the Director of Compliance.

In addition to the supervision of employees, the Compliance Supervisor is responsible for reviewing circumstances and recommending actions regarding new hires, transfers, suspensions, promotions and/or terminations.

Compliance personnel are considered essential personnel and in the event of a State of Emergency are expected to report to their assigned duty stations

POSITION DUTIES

- Plans, supervises, plans,
coordinates, assigns and evaluates the work of lower-level Casino Compliance
Representatives and related support staff;
- Trains lower-level Casino
Compliance Representatives;
- Supervises casino compliance work
and casino compliance investigations for the Maryland Lottery and Gaming
Control Agency;
- Implements and enforces
casino/sports wagering compliance standards;
- Resolves complex compliance
problems;
- Conducts conferences with
management to discuss complex and sensitive issues and investigative findings
and to recommend corrective action;
- Provides assistance to the
Lottery’s Internal Audit and Accounting Departments when requested or needed;
- Monitors casino/sports wagering
employees and vendors and ensures that various aspects of the casino and sports
wagering internal controls, COMAR regulations, security and surveillance
policies and procedures, and Responsible Gaming plans are adhered to;
- Observes table game
openings/closings, monitors sports wagering operations, Video Lottery Terminals
(VLTs), table games and ensures casino/sports wagering revenue drops are
safeguarded;
- Meets with patrons to resolve discrepancies related to
casino/sports wagering operations;
Ensures casino/sports wagering staff maintain valid license credentials; issues
emergency credentials and visitor’s badges when necessary;
- Performs employee fingerprinting
for applicants for casino/sports wagering employment, vendors, or any persons
required to obtain a gaming license;
- Observes the gaming floor for suspicious
activities, underage and/or intoxicated patrons, excluded persons and report
that information to appropriate Lottery and casino/sports wagering personnel;
- Investigates criminal activities
of casino/sports wagering employees and patrons; prepares reports for all
incidents, regulatory and criminal, which occur within the casino;
- Monitors and reviews the
casino/sports wagering surveillance system;
- Reviews and documents patron
information for enrollment to the Voluntary Exclusion Program and identifies
patrons in violation of the program agreement; identifies patrons who should be
considered for the Mandatory Exclusion list and submits all pertinent
information;
- Coordinates with the
International Game Technology (IGT) and Lottery gaming division and ensures
VLTs function properly;
- Monitors gaming equipment
delivery and shipment by receiving and verifying all video lottery, table games
and sports wagering equipment;
- Coordinates activities with the
appropriate Lottery and casino/sports wagering personnel concerning all gaming
floor placements, replacements, floor plans, and all necessary surveillance
coverage with every floor plan change;
- May be the primary assistant to a
higher-level casino compliance manager;
- Performs other related duties

MINIMUM QUALIFICATIONS

Experience: Four years of experience in administrative staff or professional staff work.
Notes:
1. Candidates may substitute the completion of 60 credit hours from an accredited college or university and three years of experience in administrative staff or professional staff work for the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non- commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

The selected candidate must be willing to work in Worchester County, MD.
