Overview

The NYC Department of Housing Preservation & Development (HPD) is the largest municipal housing agency in the nation, committed to promoting quality, affordability, diversity, and strength in NYC neighborhoods. Your Team

The Division of Tenant & Owner Resources (DTOR) administers rent subsidy programs, including Section 8 and Housing Choice Voucher (HCV), serving over 40,000 households and 9,000 landlords citywide. The division manages application screening, eligibility verification, compliance monitoring, and ongoing subsidy administration.

Your Role

As a Case Manager, you will perform case management functions to assist and expedite Section 8 vouchers for clients. Responsibilities include meeting with clients, attending community events, participating in tenant programs, and ensuring cases meet federal regulations.

Key Responsibilities

1. Manage caseloads of assisted or applicant households
2. Screen initial voucher applications
3. Verify eligibility requirements
4. Conduct client briefings and community outreach
5. Prepare correspondence and document case files
6. Perform rent calculations and recertifications
7. Prioritize cases and attend mandatory trainings

Preferred Skills

• Excellent communication skills (oral and written)
• Strong customer service focus
• Computer proficiency
• Bilingual skills a plus
• Experience with Section 8 or rental subsidies a plus

Minimum Qualifications

• High school diploma or equivalent plus three years of community work experience, or
• Equivalent education and experience

Additional Information
