Salary: $38,000 annually ($40,000 after completion of the Certificate for Adult Protective Services Basic Worker Training)

Job Location: Essex County

Job Description: Performs entry-level adult protective services work. Work involves obtaining information and investigating complaints of alleged abuse, neglect, or exploitation of adults with disabilities and the elderly, and participating in taking corrective action. Monitors service plans to ensure that the needs of the elderly or disabled adults are being met. Participates in community activities and in-services to publicize the APS Program through organizing community education programs. Completes a 6-month Adult Protective Services Basic Worker Training approved and conducted by Rutgers School of Social Work.

Under general direction of the President & CEO, performs administrative duties and policy interpretation related to management within a division in FOCUS or related operational units or program areas. Key responsibilities include developing division goals and objectives, managing staff through direct and subordinate coordinators, developing policies and procedures, managing division budgets, conducting planning, and performing related work.

Key Duties: (Duties are illustrative and may vary with individual assignment.)

  1. Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the division; interprets and complies with all applicable federal and state regulations.
  2. Monitors and directs daily operations to ensure policies and procedures are followed, goals are met, and services are efficient; handles difficult projects.
  3. Monitors the division’s budget; oversees financial health by analyzing costs and directing cost control activities.
  4. Completes and ensures timely submission of funding reports.
  5. Plans, organizes, reviews, and evaluates the work of staff through supervision.
  6. Provides for staff training, development, and evaluation; makes recommendations on hiring, discipline, and promotions.
  7. Represents the division in meetings with funding sources and external organizations; fosters collaborative relationships.
  8. Prioritizes and allocates resources; reviews program and service delivery for improvements.
  9. Develops systems and maintains records for evaluation and documentation; prepares reports and correspondence.
  10. Assists in proposal development and program funding.
  11. Supervises the operation of the building complex.

Qualifications:

Education and Experience: Equivalent to graduation from a four-year college with major coursework related to the area of assignment and four years of supervisory or managerial experience, or an equivalent combination of education and experience.

Physical Requirements and Working Conditions: Must possess mobility to work in an office, attend meetings at various sites, lift materials up to 10 pounds, read printed materials and screens, and communicate effectively.

Knowledge of: Principles of management and supervision, public sector budgeting, applicable laws, theories, operational practices, computer applications, and effective communication techniques.

Skill in: Developing division activities, supervising staff, managing multiple tasks, providing leadership, making presentations, interpreting laws, and preparing reports.
