Job description

Under the supervision of the Human Services Supervisor - Financial Assistance, this position supports the mission of Blue Earth County Human Services by delivering efficient and effective services that promote stability and self-sufficiency for individuals and families.

The Case Aide – Financial Assistance provides administrative and program support for financial assistance programs. Responsibilities include coordinating medical transportation services, supporting health care program functions, completing centralized intake activities, and assisting Eligibility Specialists and the Fraud Investigator with case processing and documentation.

ESSENTIAL FUNCTIONS:
  1. Administers Medical Assistance transportation services by coordinating rides to medical appointments, explaining program requirements, authorizing services, processing reimbursements, and reviewing transportation invoices for accuracy and compliance.
  2. Performs health care program support functions, including processing cost-effective health insurance reimbursements, verifying and entering data, assisting with managed care enrollments, coordinating with providers, and supporting clients with application processes.
  3. Completes centralized intake duties by interviewing applicants, reviewing applications for completeness, determining eligibility for expedited or emergency processing, entering applications into state systems, assigning cases, and making referrals to internal units and community resources.
  4. Supports financial assistance staff by entering service agreements, processing verification requests, handling returned mail, and completing related administrative tasks.
  5. Assists the Fraud Investigator by preparing case files, gathering and organizing documentation from multiple systems, and supporting administrative disqualification or prosecution processes.
  6. Promotes a diverse, culturally competent, and respectful workplace.
  7. Engages positively with both internal and external customers. Communicates and interacts effectively and respectfully with colleagues, supervisors, representatives from other organizations, and the public.
  8. Performs the physical and mental demands of the position.
  9. Attends work during regularly scheduled hours.
ADDITIONAL FUNCTIONS:
  1. Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with employees and departments from other counties and states for collaboration.
  2. Performs other related functions as apparent or assigned.
MINIMUM QUALIFICATIONS:
  • High School Diploma/GED; and
  • A minimum of two (2) years of clerical or administrative experience; or
  • Equivalent combination of education and experience necessary to perform the essential functions of the position.
PREFERRED QUALIFICATIONS:
  • Associate Degree or higher in human services, social work, or related field
  • A minimum of two (2) years of experience in a county financial assistance or social services setting
  • Experience supporting public assistance or health care programs
  • Proficient in understanding and speaking languages other than English, such as Spanish, Somali, Chinese, Sudanese, and Arabic, among others.
CONDITIONS OF EMPLOYMENT:
  • Must successfully pass a background check.
  • Must possess a valid driver's license to drive in the State of Minnesota, reliable transportation, and the ability to travel to client homes and community locations as required.
  • Must comply with all federal and state laws and organizational and department policies and regulations.
  • Must adhere to data practices policies and standards regarding non-public data. Access to non-public data must be limited to what is necessary to perform job duties. Employees must take reasonable steps to prevent unauthorized access and ensure secure storage of data in accordance with county policies and Minnesota Statutes.

Monday through Friday from 8:00 a.m. to 5:00 p.m. This position allows for flexible hours and may require some evening, weekend and overtime hours.
