Title: Property Manager – Affordable Housing

Location: Casa Blanca - 1000 Claudia Court, Contra Costa County, Antioch, CA 94509

Compensation: $68,640 annually

Bilingual Strongly Preferred

Position Summary

We seek a results-driven, detail-oriented Property Manager with experience in affordable housing to oversee daily operations of our residential community. The role requires leadership, understanding of HUD, LIHTC, and Section 8 compliance, strong financial skills, and a focus on resident community development.

Essential Functions
Property & Operations Management
  • Oversee daily property operations including leasing, rent collection, resident services, vendor coordination, and maintenance
  • Conduct regular inspections for safety, cleanliness, and curb appeal
  • Ensure work orders, unit turnovers, and preventative maintenance are completed timely
  • Implement property policies in line with fair housing laws
Affordable Housing Compliance
  • Maintain compliance with HUD, LIHTC, and Section 8 requirements
  • Manage income certifications, recertifications, and eligibility verifications
  • Prepare reports and documentation for audits and regulatory agencies
  • Stay updated on housing regulations and lead policy updates
Financial Management
  • Develop and monitor property budgets
  • Manage expenses, rent collection, and delinquency
  • Support financial reporting and compliance filings
Resident Relations & Retention
  • Address resident concerns and foster community engagement
  • Manage move-ins, move-outs, and lease renewals
  • Ensure high resident satisfaction
Team Leadership
  • Lead and manage onsite staff
  • Conduct staff meetings and performance reviews
  • Support team morale and collaboration
Qualifications
Experience
  • Minimum 3+ years in property management, focusing on affordable housing
  • Experience managing high-volume properties and diverse teams
  • Proven success in rent collection, occupancy, and compliance
Education
  • High school diploma or equivalent; Bachelor’s preferred
  • Certifications such as CAM, CPM, or HCCP preferred
Skills & Competencies
  • Knowledge of affordable housing laws and regulations
  • Financial acumen and budget management
  • Proficiency in property management software and MS Office
  • Organizational and problem-solving skills
  • Leadership and communication skills
Work Environment & Physical Requirements

This role combines office and on-site responsibilities. Must be able to walk the property, sit or stand for extended periods, lift up to 25 lbs., and communicate effectively. Availability for after-hours emergencies is required.
