Job summary

The Virgin Islands Department of Labor seeks a Workforce Development Specialist to deliver career counseling, job placement, and training referrals to job seekers. The role emphasizes assessment, referrals, and partnership-building within the Virgin Islands workforce system.

Under supervision, you will coordinate with partner agencies, conduct assessments, develop training plans, and maintain participant records while traveling to off-site locations as needed.

Qualifications

• Knowledge of policies and regulations governing employment and training programs.
• Awareness of barriers to employment faced by participants.
• Knowledge of territorial characteristics and demographics.
• Strong verbal and written communication skills.
• Organized with strong multitasking abilities.
• Ability to assess employment and training needs and guide clients accordingly.
• Ability to work with diverse teams and partners.

Responsibilities

• Interview job seekers to assess, enroll, counsel, and refer clients to services.
• Develop and administer Individual Training Plans and conduct orientations/workshops.
• Train job seekers on job-search tools and resource rooms.
• Administer and interpret vocational tests and provide guidance for barriers to employment.
• Refer participants to job openings and training opportunities.
• Provide career counseling and develop individualized service strategies.
• Maintain participant folders and prepare forms/reports.
• Coordinate with partner agencies and private employers across the territory.
• Travel to off-site locations as needed and coordinate client issues.
• Use computer software to complete job responsibilities.
