Job summary

A strategic growth organization is seeking a Capture Manager for the Northern Capital Region. This fully remote position is responsible for developing capture strategies and managing proposal efforts in the DISA/Army markets. The ideal candidate should have a strong background in federal contracting, excellent communication skills, and 15+ years of relevant experience. This role reports to the Senior Director of Capture Management and offers the option to work from various offices if desired.

Qualifications

  • 15+ years of relevant experience or 13+ years with a master's.
  • Familiarity with online tools used by the Federal Government for opportunity information and solicitations.
  • Experience in development of and successful negotiation of teaming agreements.

Responsibilities

  • Develop and execute overall capture strategy for an approved pursuit effort.
  • Provide oversight of the development of all proposal volumes.
  • Work closely with responsible business development leads to assemble and manage capture teams.

Overview

The Strategic Growth organization of DSA Inc. has an opening for a Capture Manager for the Northern Capital Region who will be responsible for securing existing and winning new business opportunities in the DISA/Army markets. This role requires an ethical approach to winning, comprehensive business acumen, technical understanding and/or education, resourcefulness to manage process-driven captures, and internal/external customer relations-oriented individual. This position is fully remote and reports to the Senior Director of Capture Management, Strategic Growth. Offices in Fairfax VA, Charlottesville VA, Aberdeen MD and Trevose PA are available as locations if desired.

Responsibilities
  • The successful candidate develops and executes the overall capture strategy for an approved pursuit effort, including guiding bid strategy, cost/price strategy, and positioning to win.
  • Provide oversight of the development of all proposal volumes and create and lead internal and cross-organization capture teams; foster a culture of winning ethically.
  • Work closely with responsible business development leads, support the transition from opportunity identification into capture, assemble and manage the capture team to successful bids and wins, contact existing clients and partners, communicate the organization\'s core capabilities, establish internal and external teaming, and efficiently shepherd new business funds.
  • Develop (with technical and subject matter expert support) solutions for assigned opportunities; coordinate and manage relationships with partners and corporate staff for proposed solution development.
  • Participate in business planning activities, including presentations to corporate leadership on pipeline reviews, operating plan development, bid agenda development, opportunity-specific capture meetings and gate reviews, win themes and discriminator workshops, and proposal reviews.
  • Ensure effective transfer through the BD/capture process from identification to pre-proposal, proposal, and post-proposal to award responsiveness and transition to the program team.
  • Manage all activities necessary to transform qualified opportunities into wins.
  • Engage with potential customers to understand requirements, constraints, and preferences through calls, industry events, conferences, and other means.
  • Chair after-action reviews for all capture participants to document lessons learned and adjust capture techniques, strategy, and actions accordingly.
  • Conduct business development/opportunity identification as needed.
Basic Qualifications
  • Excellent communications skills demonstrated through written and oral presentations, development of technical papers, volumes, or similar products
  • Familiarity with online tools used by the Federal Government for opportunity information and solicitations
  • Experience in capturing large BD programs (>$50M TCV) with emphasis on qualification, shaping into a solution, and proposal submission
  • Proven track record managing capture efforts in Federal contracting (winning single awards >$50M as capture manager)
  • Demonstrated skills in all areas of business development, including opportunity qualification, capture strategy, customer visits, and team leadership
  • Experience in development of and successful negotiation of teaming agreements
  • Experience in development of competitive pricing strategies and related cost proposal materials
  • Bachelor\'s degree and 15+ years of relevant experience or Master\'s with 13+ years (additional education or experience may be considered in place of degree)
Preferred Qualifications
  • Ethical approach to winning, comprehensive business acumen, technical understanding and/or education, resourcefulness to manage process-driven captures, and internal/external customer relations-oriented individual
  • Prior BD experience in the DISA/Army Markets
  • Ability to gain internal support, operate independently with limited supervision, and establish solid relationships with technical staff and peers across the corporation
  • Possess business and technical vision
  • Financial acumen to manage capture budgets and spending
  • Ability to think strategically
  • Analytical research, presentation, and problem-solving skills
  • Ability to identify and mitigate risks in capture efforts and post-award execution
  • Current Secret or higher-level security clearance
