The Protective Force Operations BRS (Basic Readiness Standard) Program Lead is a Captain, that oversees Uniformed personnel that are Basic Readiness Qualified (SPO BRS). Provides direct oversight into the BRS Program’s sub-topical areas related to management, duties, training, facilities and equipment, to ensure compliance and performance requirements are met. Provides direct oversight and guidance to the BRS Lieutenants and SPO BRS personnel. Will serve as the Tactical Support Officer and Shift Supervisor of the Protective Force (PF) Lieutenants (LT) and Security Police Officers (SPO), when required. Responsible for all PF tactical and emergency responses as well as day-to-day administrative operations of the Nevada National Security Site (NNSS) BRS Program including monitoring policies, procedures, and guidelines to assure PF compliance with DOE, NNSS, and MSTS requirements.

Key Responsibilities

Operational Command & Control

• Directly supervises individual contributors, including approving time, conducting performance evaluations, and participating in the recruiting, selecting, orienting, and training of staff.
• Directs the daily activities, projects, and tasks of Lieutenants (LT) and Security Protection Officers (SPO).
• Provides overall command and control of security forces across geographically dispersed locations.
• Serves as the Site Commander during off-hours security emergencies and acts as the Protective Force Manager when required.
• Monitors emergency response activities and directs event-related operations.
• Manages work schedules to ensure all guard posts are continuously manned.

Program Oversight & Compliance

• Assists the Protective Force Operations Manager in running daily business and department functions.
• Implements BRS management self-assessment programs and conducts process, system, and program-level assessments to ensure compliance.
• Manages continuous performance improvement plans and conducts periodic program reviews to update operational requirements.
• Reviews and verify administrative reports, logs, and forms for absolute accuracy.

Training & Certification Management

• Directs all phases of the training cycle, including analysis, design, development, implementation, and evaluation.
• Manages the BRS Field Training Officer (FTO) program and the Central Alarm Station/Refresher Training (CASIT/RT) program.
• Identifies specific training gaps and directs BRS training programs to improve operational performance.
• Ensures BRS personnel are fully trained, certified, and documented according to order requirements.

Logistics, Equipment, and Weapon Accountability

• Maintains 100% accountability for all duty weapons, ammunition, and specialized safety equipment.
• Oversee lifecycle management, testing, procurement, and periodic review of facilities and equipment.
• Manages personnel safety equipment checks and quickly resolves protective force equipment issues.
• Reviews and updates the Protective Force Supplemental budgeting documentation.

Labor Relations & Personnel Management

• Directs protective force participation in disciplinary hearings, grievances, and arbitrations and initiate corrective actions when necessary.
• Meets with union officials to resolve workplace issues in strict accordance with the Collective Bargaining Agreement (CBA).
• Collaborate with the Protective Force Manager to align operational requirements and performance with labor relations strategies.

Qualifications

• Bachelors' degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.
• Must have four (4) years of experience as a Protective Force Lieutenant or equivalent.
• Required Knowledge, Skills, and Competencies:
  • Proven leadership experience managing security forces, protective forces, or military personnel.
  • Extensive experience in emergency response command and multi-site operational control.
  • Deep knowledge of structured training cycles (analysis, design, development, implementation, evaluation).
  • Demonstrated experience working with unions and managing Collective Bargaining Agreements (CBA).
  • Strict attention to detail regarding weapons accountability and compliance reporting.
  • Proficient knowledge following training of Federal and State Laws and Regulations, Department of Energy (DOE) Orders, Manuals, Guides, and Standards, NNSS/Nevada Nuclear Security Administration (NNSA) and MSTS policies, procedures, and orders as they relate to Protective Force services, Classified Matter and Operations Security.
  • Extensive knowledge of Security Incident Response Plan (SIRP) and Rules of Engagement (ROE).
  • Maintain successful participation in the Human Reliability Program (HRP), NNSS Basic Supervisor certification, and Tactical Response Force 100 (TRF-100).
  • Ability to meet Title 10 Code of Federal Regulations (CFR) 1046 SPO I Basic Readiness requirements.
  • Proficient knowledge of the profession they are to supervise.
  • Ability to communicate (oral and written) with employees, managers, customers, vendors, etc.
  • Ability to set priorities, supervise others, and to build and lead teams.
  • Ability to develop direct reports and others, and to monitor and measure performance.
  • Ability to solve problems.
  • Knowledge of Basic Readiness security police officer requirements, to include mental alertness and reliable judgment.
  • Proficient with Microsoft Office.
  • Ability to read, understand, and follow instructions in English.
  • Must be at least 21 years of age.
  • Must be physically fit and maintain physical fitness requirements.
  • Must be willing to work underground.
  • Must be willing and able to wear a respirator and pass a mask-fit.
• The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
• Work schedule will be 4/12s Monday through Thursday (subject to change).
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
