Job description

The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology. This is an excepted service GS-14 position open to the public and all current federal employees at the GS-14 and one level below. Current federal employees at the GS-14 and one level below may apply to this position, and if selected will maintain pay set at their current grade and step. Current federal employees at grade levels GS-12 and below are not eligible for this position and their application will not be forwarded to the hiring manager. All current federal employees that apply for this position must submit their most recent SF-50, Notification of Personal Action (i.e., dated within the last 52 weeks from the closing date of this vacancy announcement) to verify their status of eligibility.

Mandatory Requirements:
  • Extensive program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.
  • Extensive ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
  • Extensive experience in leading complex projects, managing risks, and developing project plans.
  • Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives.
  • Extensive knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines.
  • Demonstrated ability to work effectively both independently and in a team environment.
  • Knowledge of one or more computer disciplines/specialties and the ability to quickly identify and apply new technologies.
Desired Requirements:
  • One year of specialized experience at the next lower GS-grade (or equivalent). IT-related experience demonstrating competencies in Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
  • Two years of program or project management experience within the last five years.
  • Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
