Job description

The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision & direction to the ODNI enterprise providing elite support services including synchronizing policy, plans, procedures, & cross-functional issues that enable the ODNI mission. COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management. This is an excepted service GSIT-14 position open to the public and all current federal employees at the GSIT-14 and one level below. Current federal employees at the GSIT-14 and one level below may apply to this position, and if selected will maintain pay set at their current grade and step. Current federal employees at grade levels GS-12 and below are not eligible for this position and their application will not be forwarded to the hiring manager. All current federal employees that apply for this position must submit their most recent SF-50, Notification of Personal Action (i.e., dated within the last 52 weeks from the closing date of this vacancy announcement) to verify their status of eligibility.

Mandatory Requirements:
  • Extensive program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.
  • Extensive experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.
  • Extensive ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
  • Extensive experience examining project successes and failures and making expert recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs.
  • Extensive knowledge of the rules of governance and project lifecycle methodologies; considerable knowledge of Project Management concepts and principles.
  • Demonstrated interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues.
  • Extensive knowledge of Information Assurance standards and practices to include attribute-based access, automated user authorization, auditing, and security at the data-level to enable a trust-based model for the free-flow of information among participants.
  • Demonstrated ability to identify emerging information sharing trends and issues, as well as the demonstrated ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs.
  • Demonstrated ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government.
  • Demonstrated ability to logically analyze, synthesize, and judge information, as well as the demonstrated ability to review and incorporate multiple sources of information in performing assignments.
  • Extensive knowledge of Information Assurance standards and practices to include attribute-based access, automated user authorization, auditing, and security at the data-level to enable a trust-based model for the free-flow of information among participants.
Experience:

One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving). Two years of program or project management experience within the last five years.

Education:

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Certifications/Licenses:

FAC-C P/PM or equivalent PM certification; DOD Level II PM certification or the ability to get the certifications/licenses within 6 months of assuming the position.
