Class Definition

GENERAL STATEMENT OF DUTIES: To assist superior officers and the Chief, Capitol Police in coordinating and supervising the operations and personnel on an assigned shift or section of the Rhode Island Capitol Police; to plan, organize and supervise Capitol Police personnel engaged in police operations at the State Capitol, annexes, properties, and state buildings and grounds against the ordinary hazards of trespass, theft, fire and damage; to participate in such police operations; to make arrests in accordance with provisions of the law; and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a superior officer and the Chief, Capitol Police from whom assignments are received with considerable latitude for the exercise of independent judgment and initiative; work is reviewed through written and oral reports for conformance to laws, regulations and policies.

SUPERVISION EXERCISED: Plans, supervises and reviews the work of Capitol Police personnel.

Illustrative Examples of Work Performed

To assist superior officers and the Chief, Capitol Police in coordinating and supervising the operations and personnel on an assigned shift or section of the Rhode Island Capitol Police.

To plan, organize and supervise Rhode Island Capitol Police personnel engaged in police operations at the State Capitol, annexes, properties, state buildings and grounds against the ordinary hazards of trespass, theft, fire and damage.

To participate in such police operations.

To make arrests in accordance with provisions of the law.

To coordinate and adjust security protection operations to align with a designated homeland security threat mitigation posture during times of elevated threats.

To maintain building security and perform patrol duties.

To gather background information and provide threat assessments of facilities to superior officers regarding high risk locations, the safety of persons, property, and all other forms of threats.

To assess the enforcement, protection and security needs of state buildings, grounds and premises and make recommendations for improvements to the Chief or a superior officer.

To provide twenty-four-hour coverage of security operations, and allocate subordinate officers for patrol or investigative area duty assignments.

To assist in staff training programs.

To conduct confidential investigations and handle cases involving more serious or sensitive incidents.

To effectively and professionally deal with state officials, representatives, groups and the public in the enforcement of security policies and procedures.

To review and authorize the reports of subordinates and take appropriate actions.

To prepare activity reports and other documents relating to Rhode Island Capitol Police operations and functions.

To assist in coordinating the unit's efforts with other law enforcement agencies.

To respond to emergency situations and provide CPR and/or first aid to injured parties, as needed.

To supervise and administer Rhode Island Capitol Police operations in the absence of the Chief or superior officers.

To do related work as required.

Required Qualifications For Appointment

KNOWLEDGE, SKILLS, AND CAPACITIES: A thorough knowledge of law enforcement operations, police administration, police and security practices, investigative techniques, procedures and activities; a thorough knowledge of relevant state and federal laws, statutes and regulations; a working knowledge of security systems and procedures; a working knowledge of police administrative functions including personnel matters; the ability to compile records, rules and regulations regarding security operations; the ability to analyze emergency situations and develop effective courses of action to mitigate threats and produce safe, successful outcomes; the ability to supervise and review the work of subordinate officers; the ability to prepare work schedules to provide twenty-four hour coverage and maximize security resources; the ability to write clear, concise reports and make recommendations for operational improvements; and related capacities and abilities.

Education And Experience

Education: Graduation from a senior high school or possession of a general equivalency diploma (GED) issued by a state department of education; and

Experience: Such as may have been gained through: Considerable employment in a supervisory or shift commander capacity in an organized law enforcement agency in a state, city or town police department.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

SPECIAL REQUIREMENTS: Prior to appointment, must have satisfactorily met the following conditions:

  • Must be physically qualified to perform assigned duties as evidenced by a physician's certificate; (2) Must submit to and satisfactorily pass a full background criminal investigation (BCI); (3) Must have been evaluated and tested by a certified psychologist, and receive a satisfactory rating in writing; (4) Must meet the State of Rhode Island qualification requirements to carry weapons used in the performance of duty, and must maintain such qualification requirements as a condition of employment; (5) Must successfully pass the Capitol Police training program as required by the Director of Public Safety; (6) Must possess and maintain a valid motor vehicle operator's license; (7) must successfully complete and pass a CPR/first aid training course specified by the Department once every two (2) years.

Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit. Accordingly, any employee hired after this date will be required to participate in the direct deposit system. At the time the employee is hired, the employee shall identify a financial institution that will serve as a personal depository agency for the employee.
