The Honolulu Board of Water Supply (BWS), Capital Projects Division is hiring for a program manager to lead and administer the BWS's capital improvement program, which includes the engineering, design, and construction of waterworks projects and the repair and replacement of existing structural facilities, pipelines, and equipment.


Examples of duties of the Capital Projects Program Manager position include but are not limited to the following:

  • Plans and oversees division operations for efficiency and cost-effectiveness;
  • Develops and implements the strategic plan with long and short-term goals for water system requirements in accordance with the Board’s goals and objectives;
  • Determines division and program priorities to support BWS goals and objectives established by the Manager and Chief Engineer;
  • Reviews and re-establishes program long and short-term goals as necessary to ensure continued execution of BWS goals and objectives;
  • Directs the preparation of the capital improvement budget request, and may present budget requests to the Board;
  • Develops and maintains effective working relationships and communication with contractors, manufacturers, agents, BWS and other public and private engineers, and other individuals involved with capital improvement projects;
  • Represents the department by participating in or coordinating inter-agency, inter-departmental, or inter-jurisdictional committees and task forces;
  • May conduct presentations to the Board, community groups, members of the public and may testify before the City Council on BWS waterworks projects;
  • Determines the need and develops specific plans for organization or operational changes.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in engineering.


Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided.


EXPERIENCE REQUIREMENT:

Five (5) years of registered professional engineering experience, two (2) years of which shall have been on waterworks projects, including or supplemented by three (3) years of administrative engineering experience.


QUALIFYING EXPERIENCE:

For this position, the qualifying experience required in an administrative engineering position must conclusively demonstrate the scope and level of experience comparable to that of a section/branch chief level or higher.


QUALITY OF EXPERIENCE:

Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.


LICENSE REQUIREMENT:

1) Possession of a valid license as a professional engineer in the State of Hawaii.


Applicants with a current out-of-state professional engineer license must obtain their Hawaii license prior to appointment.


2) Possession of a valid appropriate driver's license (Type 3/automobile), as required.
