Job summary

Harris County is seeking a Project Manager to oversee multiple capital improvement projects within the Office of the County Engineer. You will ensure designs meet sealed plans, specifications, and codes while coordinating with departments, contractors, and external partners.

The role supports disaster recovery, COOP, and emergency preparedness, with opportunities to mentor staff and communicate with senior leadership. Strong leadership and technical skills are essential.

Qualifications

• Bachelor’s degree in engineering, Construction Management, Architecture, or similar.
• Minimum of 4 years’ experience managing vertical construction projects.
• Proven ability to lead negotiations with consultants and regulatory agencies.
• Working knowledge of building codes, permits, and construction docs.

Responsibilities

• Deliver capital projects from pre-planning through close-out on time and within budget.
• Develop scopes, schedules, resource plans, and cost estimates with clients and teams.
• Lead procurement, contract negotiation, and consultant performance management.
• Coordinate internal/external delivery teams and quality deliverables.
• Ensure compliance with codes, client expectations, and permitting guidelines.
• Manage risk, oversee project controls and reporting (e-Builder).
